About this file

This document is Appendix E of the Title VI Assurances under US DOT Order 1050.2A, which details comprehensive nondiscrimination requirements for federal contractors. The document lists multiple federal statutes and executive orders that prohibit discrimination based on various protected characteristics, including race, color, national origin, sex, disability, age, and limited English proficiency. These legal authorities cover a wide range of programs and activities, whether federally funded or not, and apply to public and private transportation systems, education programs, and other entities.

The nondiscrimination provisions encompass key civil rights legislation such as the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act, and various executive orders like Executive Order 12898 on Environmental Justice. Contractors are required to ensure meaningful access to their programs for all individuals, take reasonable steps to accommodate persons with limited English proficiency, and avoid discriminatory practices in program implementation, service delivery, and organizational activities. The document serves as a legal assurance that contractors will comply with federal nondiscrimination standards across multiple domains of public and private sector operations.
