About this file
This document is Appendix C: Fee Tables for the General Engineering Services XV contract with the local government agency (CWD). The contract is designed to supplement the engineering staff, with a total anticipated labor of 20,000 hours across multiple engineering disciplines including contract managers, drafters, designers, engineers (with various specializations like water main, environmental, structural, electrical, and mechanical), architects, resident engineers, construction inspectors, surveyors, and technicians. The contract duration is two years, with potential for extension, and includes a $200,000 reimbursable allowance.
The fee structure includes detailed provisions for labor rate billing, with specific requirements that actual pay rates must correspond to average hourly rates, and no individual can bill at different rates for different tasks. The pricing model incorporates a multiplier system where overhead costs for non-direct billing personnel (like executives, managers, and administrative staff) are recovered through the multiplier. A miscellaneous classification allowance of 1,500 hours at $100/hour is included to accommodate staff who do not fit standard categories. The contract requires CWD approval for all assigned staff and their billing rates, and strictly prohibits increases in individual billing rates throughout the contract term.
