About this file
This document is Appendix B from a Request for Proposal (RFP) for the General Engineering Services XV contract with Cleveland Water Department (CWD) in Ohio. The appendix contains two primary components: a Staff Proximity Table template and two CWD-specific technical questions that potential bidders must complete and submit as part of their technical proposal. The document requires bidders to detail their office locations relative to CWD's main office, including the number of engineering and non-engineering staff at three office categories: Metro-Cleveland Office, Closest Office Outside Metro Cleveland, and Nearest Regional Office.
The two technical questions focus on specific water treatment infrastructure challenges. The first question asks bidders to outline a process for potential lead removal from four Wash Water Tanks located at Baldwin, Crown, and Nottingham water treatment plants, including how they would re-coat the tanks to prevent corrosion. The second question requires bidders to explain how they would ensure CWD maintains operational continuity during potential water tank disruptions or damage during construction, specifically addressing how water filtration processes would be maintained. These questions suggest the contract aims to provide comprehensive engineering support that can address complex infrastructure maintenance and operational continuity challenges for the water treatment facilities.

APPENDIX B
STAFF PROXIMITY TABLE and CWD QUESTIONS
NOTES:
1. Please fill out and attach the ‘staff proximity table’ as the last page in your technical proposal folder.
2. Please attach written answers to CWD questions (maximum one page per question) with the ‘staff proximity table’.
CWD Questions
1. Four Wash Water Tanks were inspected across three of CWD’s WTP at Baldwin, Crown, and Nottingham. Each tank had readings with measurable lead within the coating within the tank. If/When the EPA says we must remove the lead, whether it was above 1.0 mg/cm3 or not, what would the process of lead removal entail and what would we re-coat the tanks with to prevent any corrosion damage from occurring?
2. To process raw water into potable drinking water our water treatment facilities must first filter the water to remove any solids. To effectively do this the filters must be washed periodically to remove the dirt and debris that is collected from this process. As such the water tanks must remain functional during construction. In the event that the tanks need to be taken down during the installation or are damaged and unable to perform their intended function, how will you ensure that CWD is able to maintain operations?
