About this file
This is a Statement of Work (SOW) appendix for non-destructive concrete and masonry scanning services to be performed at Argonne National Laboratory. The contractor shall provide Ground Penetrating Radar (GPR) and complementary detection technologies (electromagnetic or ferrous detection) to identify embedded elements within cast-in-place concrete slabs, concrete walls/beams/columns/decks, concrete masonry units, precast concrete elements, and structural toppings. Scanning targets include reinforcing steel, post-tension cables, electrical conduits, mechanical piping, embedded anchors or plates, and detectable voids or anomalies. The scanning is performed on an as-needed basis to reduce risk prior to blind penetrations such as drilling, coring, cutting, anchoring, or demolition activities, thereby preventing personnel injury, damage to structural or critical systems, and utility outages while supporting safe construction and maintenance operations.
The contractor is responsible for providing trained and experienced technicians, appropriate equipment, and required documentation including field sketches, photographs, annotated drawings, and summary reports that detail dates of scanning, areas scanned, methods used, findings, limitations, and technician qualifications. Work shall be performed without damaging existing structures or finishes, with detected items clearly marked on surfaces using approved temporary marking methods and differentiated by object type. The contractor must comply with all Argonne safety requirements, applicable OSHA standards, Environmental Safety & Health (ESH) expectations, and Department of Energy contractor obligations, including permits, escorts, and restricted area coordination. Argonne National Laboratory ESH representatives and project managers will coordinate site access, define scanning areas, and integrate findings into project planning and work control processes. Services will be scheduled in coordination with the Argonne Supervisor, Project Specialist, or Technical Representative who initiates a Blind Penetration Permit (ANL-909), with emergency or short-notice requests possible depending on operational needs.

Concrete / Masonry Scanning Scope Argonne National Laboratory Argonne National Laboratory will engage a qualified contractor to perform non-destructive scanning of concrete and masonry substrates using Ground Penetrating Radar (GPR) and, when necessary, complementary detection technologies.
Scanning will be used to identify embedded elements within, but not limited to, the following substrates:
· Cast-in-place concrete slabs (on grade and elevated)
· Concrete walls, beams, columns, and decks
· Concrete masonry units (CMU)
· Precast concrete elements
· Structural toppings and overlays Embedded items to be identified may include reinforcing steel, post-tension cables, electrical conduits, mechanical piping, embedded anchors or plates, and detectable voids or anomalies.
Purpose Scanning is performed to reduce risk prior to blind penetrations, including drilling, coring, cutting, anchoring, or demolition activities. The intent of this effort is to:
· Prevent injury to personnel
· Prevent damage to structural, electrical, mechanical, or safety-critical systems or utility outages.
· Support the safe execution of construction and maintenance activities
· Improve coordination and decision-making in the field
· Maintain compliance with Argonne safety expectations and DOE contractor requirements Applicability and Scheduling Scanning services will be performed on an as-needed basis in support of:
· Construction projects
· Maintenance activities
· Inspections or modifications requiring penetration of concrete or masonry Work will be scheduled in coordination with Argonne Supervisor, Project Specialist or Technical Representative who initiated a Blind Penetration Permit (ANL-909). Emergency or short-notice scanning may be requested depending on operational needs.
Execution of Work
· Scanning shall be conducted by trained and experienced technicians using GPR and complementary detection methods (e.g., electromagnetic or ferrous detection).
· Scanning limits and boundaries shall be clearly defined prior to mobilization.
· Surface preparation, when required, shall be coordinated with Argonne Supervisor, Project Specialist or Technical Representative who initiated a Blind Penetration Permit (ANL-909)..
· Detected items shall be clearly marked on the surface using approved temporary marking methods and differentiated by object type where possible.
· Field sketches, photographs, annotated drawings, and summary reports shall be provided, including dates of scanning, areas scanned, methods used, findings, limitations, and technician qualifications.
· All work shall be performed in a manner that does not damage existing structures or finishes.
· Digital deliverables shall be provided as requested.
Roles and Responsibilities
· The Contractor is responsible for providing qualified personnel, appropriate equipment, scanning services, surface markings, and required documentation.
· Argonne National Laboratory Environmental, Safety & Health (ESH) representatives, project managers, or field supervision will coordinate site access, define scanning areas, and integrate findings into project planning and work control processes.
· The Contractor shall comply with all Argonne safety requirements, applicable OSHA standards, ANL Environmental, Safety & Health (ESH) expectations, and DOE contractor obligations, including permits, escorts, and restricted area coordination.
