About this file
This is a Statement of Work (SOW) for building maintenance mechanical and electrical contracting services at Argonne National Laboratory.
Argonne National Laboratory seeks a full-service mechanical and electrical contractor to provide on-call maintenance and repair services for existing building systems across its Lemont, Illinois campus. The contractor must possess demonstrated in-house capabilities in HVAC, plumbing, electrical work, pipefitting, and instrumentation, with all core capabilities performed exclusively by the vendor's own personnel—no subcontracting of these core services is permitted. The scope includes repairs and replacements to HVAC equipment (duct work, steam systems, chillers, valves, controls), plumbing systems (domestic and lab water systems, sanitary systems, piping, fixtures), and electrical equipment (lighting, transformers, distribution systems, panels, breakers, low voltage wiring). Work is strictly limited to maintenance activities that preserve, repair, troubleshoot, service, test, adjust, calibrate, or restore existing equipment to original function without increasing capacity, changing configuration, or modifying building use. Prohibited work includes new construction, facility additions, renovations, remodeling, reconfiguration of systems, utility extensions, and system upgrades beyond original function. The contractor must provide cost estimates at no additional charge and requires written work authorization from ANL before commencing work. All site visitors must be U.S. citizens with acceptable identification.
Field personnel designated to perform work must meet comprehensive training requirements including Annual Argonne Contractor Safety Orientation, NFPA 70E training (current within three years), Lock-out Tag-out training, building-specific training, OSHA 10 or 30 training, fall protection training, confined space entry certification, and scaffold competent person certification. The contractor must have experience in crane inspections, lift plan development, and critical lifts, with designated personnel required on site during all work performance. The contract period runs from July 2026 through June 2027 (base year) with two optional one-year extensions through June 2029. Documentation requirements include service tickets, reports, test results, balancing reports, return-to-service verification, and maintenance records. Argonne's technical representative will coordinate site access, scheduling, and building maintenance support while verifying that all work falls within Davis-Bacon non-covered exemptions.

APPENDIX B - Statement of Work
Building Maintenance Mechanical & Electrical Contracting
Services
June 11, 2026
1.0 Background
The Building Maintenance Department has need of a contractor to provide commercial mechanical, electrical, and repair services. These services are to be considered general operational and maintenance activities.
Maintenance activities are further defined as tasks and work performed to preserve, repair, and replace (in-kind or equivalent) equipment or elements to ensure proper function, operation, capacity, safety, and appearance of assets, buildings, utility systems, components, and structures. Maintenance includes activities necessary to keep an asset functioning as designed during the operations and life of an asset. Maintenance also includes the activities needed to sustain an asset at the current capability and performance levels.
These services are to be commercial in nature and intended solely for the maintenance & repair of existing ANL building systems. They are not considered construction services, nor are they to involve any repurpose, remodeling, or modification of facilities.
No work shall involve new construction, expansion, or modification of facilities or systems beyond their original design & function.
2.0 Purpose
The objective is to create a contract for a contractor to provide mechanical, electrical, and repair commercial services on an as needed basis. The contractor shall furnish all labor, materials, and equipment (except materials or equipment that may be specified to be furnished by Argonne National Laboratory) necessary to perform all work described in the specifications and scope of work.
3.0 Scope of Services
The vendor shall be a full-service mechanical & electrical contractor with demonstrated in-house capabilities in HVAC, plumbing, electrical, pipefitting, and instrumentation. All core capabilities described in this section shall be performed exclusively by the vendor’s in-house personnel. Subcontracting of any services outlined in this section will not be permitted. This work will be performed on a per call/job basis. These services are to include repairs and replacements as needed to existing buildings systems across the ANL campus such as the following:
• HVAC equipment, duct work, steam systems, filter systems, piping, pumps, stacks, tanks, chillers, valves, controls, testing and balancing etc.
• Plumbing equipment including domestic and lab water systems, canal/cooling tower systems, sanitary systems, piping, valves, fixtures, and controls
• Electrical equipment such as lighting interior/exterior, transformers, distribution systems, controls, panels, disconnects, switches, breakers, low voltage wiring and connections etc.
• Examples of work from these categories
• Replace fan blade on air handler unit
• Replace isolation valves
• Replace a failed or obsolete load center with a new equivalent load center
• Repair mechanical piping in-building
• Replace control valves on HVAC equipment
➢ The vendor shall specify in their technical proposal which core capabilities from this Scope of Services section will be performed by their in-house personnel, thereby eliminating the need to subcontract these core services
4.0 Subcontracted Services Coordination
• The vendor shall be responsible for coordinating and facilitating subcontracted electrical OEM service calls when necessary to allow for quick OEM support on our low-voltage in-building electrical distribution systems. The main brands needed would be Schneider Electric/Square D, Eaton, and Siemens.
• The vendor shall coordinate commercial HVAC air balancing, vibration analysis, and sheet metal services as needed to support their HVAC work.
5.0 Scope Limitations
Work under this contract is strictly limited to maintenance services for existing systems.
Permitted work includes only those activities necessary to preserve, repair, troubleshoot, service, test, adjust, calibrate, or restore existing equipment and systems to their original intended function and substantially the same operating capacity.
“Equivalent replacement” means replacement of an existing component with a commercially available component of substantially the same form, fit, function, and capacity, used solely to restore the system to its existing intended operation without increasing capacity, changing configuration, changing service area, or changing the building or system use.
This contract shall NOT be used for:
• New construction
• Facility additions or expansion
• Renovation, remodeling, modernization, or repurposing of spaces
• Reconfiguration of systems
• Utility extensions
• Installation of new building systems
