This is a Scope of Work document for RFP 114-26, a Remote Terminal Unit (RTU) Upgrade project for the Massachusetts Bay Transportation Authority (MBTA), involving the modernization of eighteen existing power SCADA remote terminal units across traction power substations and unit substations. The project requires furnishing, installing, and testing either completely new RTUs or RTU upgrade kits to replace existing Micro 1/C and Sage RTUs manufactured by Tejas Electronics (Telvent) that have been in operation for approximately 30 years. The new RTUs must be capable of communicating with the MBTA's existing SCADA master station via both the existing copper wire system using Telvent Series V protocol and via fiber optic cable over the MBTA Secure Wide Area Network (SWAN) using DNP 3.0 protocol. The work encompasses modifications to the SCADA Master Station at 45 High Street and Cabot, as well as integration with the new Quincy Operations Control Center, including updates to SCADA databases, network topology, system displays, alarm reporting functions, and trend displays. The contractor must provide comprehensive training to MBTA operations and maintenance personnel, spare parts including one set of CPU hardware for every three substations (minimum of six) and ten percent of all I/O modules, two laptop computers with specified hardware requirements, and a full sixty-month warranty with technical and maintenance support including firmware and protocol updates.

Pricing is structured as a lump sum contract with no separate measurement and payment for individual sections; all costs related to design, materials, equipment, labor, installation, testing, commissioning, training, and support services must be included in the total contract price. The system vendor must be a firm engaged in supplying SCADA systems to electrical utilities or transit agencies for a minimum of five years, having supplied at least twenty systems and completed at least three previous RTU upgrade projects, with demonstrated expertise in Telvent Series V protocol and DNP 3.0. The contractor is responsible for all software integration, database modifications, network configuration, and coordination with the MBTA and other contractors; SCADA system modifications must be scheduled during non-revenue hours (12:00 a.m. to 5:00 a.m.) with PROD rollouts occurring on Sunday mornings, and point-to-point integration testing must be conducted on-site with all required parties present. The new RTU platform must support dual processors operating at or above 1 GHz, accommodate up to 16,384 inputs per station, record and timestamp up to 10,000 events in memory, include 4 GB of main memory with expansion to 1 TB, support sixteen communication interfaces including Ethernet LAN, fiber optic connections, and RS-232/485 serial ports, and provide local programmable logic control capabilities compliant with IEC 61131. All equipment must operate in harsh substation environments across temperature ranges of -10 to 40 degrees Celsius and humidity levels of 5 percent to 95 percent non-condensing, maintain a design life of 20 years, and comply with IEEE C37.90.1 surge withstand standards and ANSI/IEEE Standard 80 grounding requirements.

Correlate the label with the number designated on the associated Shop or Field Drawings. Assign wire or cable designations consistently throughout a given system. Each wire or cable shall carry the same labeled designation over its entire run, regardless of intermediate terminations.

H. Wire Lacing and Dressing: Dress, lace, tie or harness wire and cable vertically, horizontally and at right angles to the enclosure surfaces to prevent mechanical stress on electrical connections as required herein and in accordance with accepted professional practice. No wire or cable shall be supported by a connection point. Use the specified cable management guides within enclosures and cabinets to ensure a neat wiring scheme.

I. Non-Coaxial Terminations: Make non-coaxial connections and splices to screw-connection terminal blocks with insulated crimp-type spade lugs or under terminal block pressure plates. Size terminal blocks and lugs properly to assure high electrical integrity. Connect only one (1) wire per spade lug and not more than two (2) lugs per screw terminal.
