About this file

This is a Primary Contractor Pricing appendix for a state or local lottery scratch ticket printing contract. The document establishes the pricing structure and submission requirements for contractors bidding to produce instant lottery tickets in various sizes and specifications. Contractors must submit cost-per-thousand pricing for eight ticket sizes (ranging from 4.00" x 2.50" to 4.00" x 12.00") across multiple pack sizes and thickness options (.5MM through 20MM). The pricing schedule requires contractors to demonstrate price decreases of at least five cents per thousand as quantities increase within given columns and to maintain consistent or increasing prices as ticket sizes increase from left to right. The document also requires pricing for ticket reorders, with intermediate quantities to be determined by interpolation, and solicits proposals for additional non-standard pack sizes beyond those specified in the base tables.

The appendix mandates that contractors provide pricing for an extensive list of separately priced ticket features and services, including specialty inks (neon, metallic, thermal, multiple color, scented, holographic, and pearlescent), perforated stubs with and without imaging, color pulse technology, die-cut tickets, two-sided printing and play areas, and various game types (passive, probability-based, extended-play). Contractors must also submit pricing for bar-coded coupons and lottery bucks in seven different sizes and across eight quantity tiers ranging from 25,000 to 500,000 units. The document requests pricing proposals for Instant Ticket Vending Machines up to 900 units and ticket distribution/cooperative services with implementation timelines and ongoing cost structures, though these sections are noted as non-evaluated. All pricing must be submitted to two decimal places, and contractors bear sole responsibility for any costs or separately priced items not identified in their response.
