1.0 EXECUTIVE SUMMARY
HRP completed a Phase I Environmental Site Assessment (Phase I ESA) of the Wassaic Campus of the Taconic Developmental Disabilities Services Office (Taconic DDSO) located at 26 Center Circle in Wassaic, New York (herein referred to as the “Site”). HRP completed this assessment in accordance with the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, ASTM E1527-
13. Assessment of Business Environmental Risks (BERs), such as potential hazardous building materials and/or other Non-Scope Considerations as defined in Section 13 of ASTM E1527-13, was not requested and was not included in the scope of work for this Phase I ESA.
The 320.56 +/- acre Site consists of five (5) parcels of land identified by the Town of Amenia Tax Assessor as 132000-7164-00-439951 (Parcel A), 132000-7164-00-039612 (Parcel B), 132000- 7164-00-913694 (Parcel C), 132000-7164-00-232052 (Parcel D), and 132000-7164-00-196870 (Parcel E). Approximately 52 buildings and other structures improve the Site totaling approximately 732,328 square feet, with the majority of buildings constructed in the late 1920s. Prior to the 1920s, the Site consisted primarily of undeveloped agricultural land. The Site has been owned by the State of New York and utilized as a long-term care center for disabled individuals from the late 1920s until the Site was vacated in 2013. Few of the buildings remain in use by facility staff who continue to keep the utilities in operation throughout the majority of on-site buildings.
Mr. James Charter of HRP conducted the Site reconnaissance on June 14, 2018. HRP was provided Site access by Mr. Jimmy Williams, Plant Superintendent for the facility, and Mr. Lee Hutt, facility engineer. HRP personnel interviewed Mr. Williams and Mr. Lee Hutt during the Site inspection.
The following is a summary of the key findings of this assessment:
The majority of buildings at the facility currently utilize steam heat generated at the central power plant fueled by a 200,000-gallon #2 fuel oil AST. The Site utilizes approximately 42,000 gallons of water per day, extracted from four wells located on Parcel D. The most significant water usage on-site includes boiler blowdown in the powerhouse accounting for the majority of 42,000 gallons utilized per day. The majority of buildings at the facility discharge sanitary waste to a central WWTP. The facility has a SPDES permit for discharge of treated water to the Ten Mile River.
Construction of the Wassaic State School began in the late 1920s to relocate residents from Randall’s Island in New York City. Two farms were purchased by the State to comprise the current property. In the mid and late 1920’s, the majority of buildings that currently exist on-site were constructed and the Site was utilized as a long-term care center for disabled individuals. At the facility’s apex in the 1950’s, the population at the facility topped 5,000 residents and live-in staff, operating as a complete self-supporting community, generating it’s own heat and electricity, with it’s own water wells, sewage treatment plant, and with livestock, orchards, acres of farmland, a root cellar, and a canning facility.
S:\Data\E\EMPSD - EMPIRE STATE DEVELOPMENT\26 CIRCLE, WASSAIC, NY\EMP4000P1\WP\ESD- TaconicDDSO Wassaic NY-P1Report - Revised.docx
Pertinent exterior features observed during Site reconnaissance includes multiple petroleum bulk storage (PBS) aboveground storage tanks/underground storage tanks (ASTs/USTs) adjacent to several buildings on the campus, the presence of two inactive landfills, a drain and oil water separator in the vicinity of the Tank #20 fill port, the presence of facility water production wells and a cluster of monitoring wells on Parcel D, the presence of an apparent well with unknown significance on Parcel A, septic system locations for outlying buildings, and emergency generators associated with the pump house, WWTP, and power plant.
Pertinent interior features observed in several buildings during Site reconnaissance includes transformers in basements, elevators, the presence of floor drains, and the presence of suspect ACMs and lead based paint. In addition, other pertinent features in specific buildings include oil storage, staining and trench drains in the Garage and Safety Building (#19), oil staining in the transformer room in the Services Building (#58), paint storage and the presence of a historic plating container and nearby floor drain with staining in the Paint Shop (#18).
Several spills are listed as historically occurring at the facility. Based on the reviewed details of each spill incident and closure of the historic spills by the NYSDEC, spill incidents historically occurring at the facility are considered an HREC to the Site.
We have performed a Phase I Environmental Site Assessment ESA in conformance with the scope and limitations of ASTM Practice E1527-13 of 26 Center Circle in Wassaic, New York. Any exceptions to, or deletions from, this practice are described in Sections 2.0, 7.0, and 9.0 of this report. This assessment has revealed no evidence of recognized environmental conditions (RECs) in connection with the Site, except for the following:
The historic locations of closed/removed ASTs/USTs, and tank closure documents associated with closed/removed ASTs/USTs listed above were not available for HRPs review during this assessment. The unknown locations of ASTs/USTs historically located on-site and lack of closure documents represents a REC to the Site.
Oil staining was observed on floor in the Garage and Safety Building (#19). Staining was observed in the vicinity of several trench drains located throughout the building. The ultimate discharge location of the trench drains were unable to be confirmed during Site reconnaissance. In addition, one currently inactive in-ground lift is present in this area.
Details regarding the in-ground lift including closure documents were not available for HRP’s review.
Oil staining was observed on the concrete floor in the transformer room in the Services Building (#58).
Paint staining was observed throughout the floor of the Paint Shop (#18) and in the vicinity of at least one observed floor drain. The floor drain was also in close proximity to a reported historic plating container. The floor drain reportedly discharges to the WWTP via sanitary sewer piping, however, the ultimate discharge location of the floor drain was unable to be confirmed during Site reconnaissance.
S:\Data\E\EMPSD - EMPIRE STATE DEVELOPMENT\26 CIRCLE, WASSAIC, NY\EMP4000P1\WP\ESD- TaconicDDSO Wassaic NY-P1Report - Revised.docx
Historically, the Site reportedly used orchards and greenhouses for cultivation of on-site food products. Historical use of pesticides and/or herbicides, if any, was not available for review during this assessment.
No controlled recognized environmental conditions (CRECs) were identified during this assessment.
The following historical recognized environmental conditions (HRECs) were identified during this assessment:
Production well #2A was historically impacted with MTBE from an off-site release (spill #9903232) at a local gasoline fueling station in 1996, and was utilized as a recovery well to recover MTBE between approximately 1996 and 2005. The spill associated with this impact was closed by the NYSDEC on May 1, 2009. According to the Site contact, production well #2A is on-line providing potable water to the facility.
Several spills are listed as occurring at the facility between the late 1980s and the present.
Following a review of each individual spill incident and discussions with facility personnel, and taking into account the status of each spill with closure and no further action required by the NYSDEC, remaining on-site spills are considered an HREC to the Site.
The following Business Environmental Risks (BERs) were identified during this assessment:
According to facility staff, a comprehensive asbestos survey has been conducted at the facility with multiple sources of ACMs identified throughout the facility. This document was not available for HRP’s review during this assessment.
Based upon the recorded age of the majority of structures (late 1920s), lead-based paint materials are likely to be present on-site.
Portions of the Site including areas of Parcels A, C, and D are located in State and/or Federally designated wetland areas.
A cluster of monitoring wells remains in the vicinity of potable water well #2A following a groundwater investigation that occurred in the early 2000’s. Monitoring wells represent a preferential pathway to the subsurface.
The area in the vicinity of roll off dumpsters for collection of scrap metal and wood was observed to be covered with appliances, furniture, and mattresses without containment in dumpsters.
The following data gaps were encountered that are considered significant enough to affect our ability to identify RECs:
Two inactive landfills are located on-site in Parcel C. The northern landfill was reportedly used for coal ash burial, and the southern landfill was reportedly used for burial of C&D materials. Documents pertaining to any monitoring or remedial activities that have historically occurred pertaining to the northern landfill, and the current status of monitoring at the southern landfill were not available for HRP’s review during this
S:\Data\E\EMPSD - EMPIRE STATE DEVELOPMENT\26 CIRCLE, WASSAIC, NY\EMP4000P1\WP\ESD- TaconicDDSO Wassaic NY-P1Report - Revised.docx assessment. A request for information has been sent to the State, and the State has not provided documents pertaining to the landfills by the issuance date of this report.
Two additional apparent debris areas were historically present to the south and west of the WWTP in Parcel C. Debris areas can be observed on aerial photographs between 1974 and 1991. HRP was unable to confirm the historical significance of these areas.
An apparent stick up well was observed in a field adjacent to Building 78 on Parcel A. The significance of the well is unknown. The well could be associated with the potable water supply to the building, however, based on the size of the well stick up, the well appears to be a monitoring well.
Transformers are located in the majority of building basements located throughout the campus. Access was provided to several transformer rooms, however, some rooms were locked preventing observation of equipment. The presence of PCB oil associated with on-site transformers was not able to be confirmed or denied during Site reconnaissance.

3.3 Utilities
Potable Water Source
The Site utilizes approximately 42,000 gallons of water per day, extracted from four wells located on Parcel D at the facility. See Figure 2B for well locations. Pumped water is filtered and chlorinated, and stored in a 350,000-gallon elevated water storage tank. Based on the facilities lack of use following final closure in 2013, significant water usage on-site includes boiler blowdown in the powerhouse.
Production well #2A was historically impacted with MTBE from an off-site release at a local gasoline fueling station in 1996, and was utilized as a recovery well to recover MTBE between approximately 1996 and 2005.
The spill associated with this impact was closed by the NYSDEC on May 1, 2009. According to the Site contact, production well #2A is on-line providing potable water to the facility.
Sewage Disposal
With the exception of few smaller outlying buildings that utilize a septic system for sewage disposal (Buildings 60, 77, and 78) the majority of buildings at the facility discharge sanitary waste to a central WWTP. The following spills are listed as occurring at the Site:
#9903232: Methyl tert-butyl ether (MTBE) was detected in the Site’s well field in early 2000. A detection of MTBE at 1,800 ppb was encountered at well 2A. The source was determined to be the Cousin’s Mini Mart located on Route 22 to the north of the Site. The NYSDEC launched a large scale groundwater investigation with the use of a GeoProbe sampler and installation of several multi-level monitoring wells. NYSDEC contractors used the northerly most production well (well 2A) as a barrier to migration of MTBE to the other supply wells, and introduced an air sparge soil vent at the source facility. Water generated at well 2A was pumped, treated, and discharged to Ten Mile Creek. Following the removal of the source area and continued pumping of well 2A, by late 2005, nearly all the mass of MTBE was removed from the aquifer. The majority of monitoring wells that were used as part of this investigation were removed with the exception of a cluster of monitoring wells that remain in the vicinity of well 2A. The spill was closed by the NYSDEC on May 1, 2009.
