About this file
This document is a prequalification and oral interview evaluation form package issued by the State of Colorado Office of the State Architect for the Electronic Security System Replacement project at Colorado State Penitentiary. The RFQ, numbered 2026000050, establishes a three-stage evaluation process for selecting qualified architectural, engineering, or consulting services firms to manage the security system replacement initiative. The evaluation process consists of prequalification submittal review, oral interviews, and final ranking to determine the most qualified firm to proceed with the project.
The evaluation criteria are organized into six weighted categories: Project Team (qualifications, knowledge, experience, staffing, and subconsultant experience); Firm/Team Capabilities (organizational structure, management functions, integration, and workload); Prior Experience (relevant project history, demonstrated success, and references); Project Approach (budget methodology, quality control, and schedule); Equity, Diversity and Inclusion (diverse hiring incentives and partnerships with disadvantaged businesses); and Work Location (prime and subconsultant locations, area familiarity, and local market knowledge). Evaluators assign numerical ratings from 0 to 5 for each criterion, with scores calculated by multiplying the assigned weight by the rating. The prequalification evaluation requires firms to submit evidence meeting minimum requirements, including a letter from a surety, and completion of an acknowledgment and attestation. The oral interview evaluation utilizes separate weighted criteria with total points available to be established by the agency prior to evaluation, with passing scores determined at the agency's discretion.
