About this file
This document contains technical questions and answers regarding a state and local contract opportunity from the Florida Department of Transportation (FDOT) to Clean, Inspect, Video, and Map Storm Water Systems in District Two. The contract involves inspecting, videoing, and mapping storm water systems, with work orders ranging from 24 feet of pipe to over 1,500 feet. While the contract does not have a set annual budget, work orders will be provided to the contractor on an as-needed basis to support design efforts, with no guarantee of work volume. The contract requires specific video reporting and mapping requirements, as detailed in the FDOT specifications. The sealed bids for this contract will be received until 2:00 p.m. on Tuesday, December 6, 2022, and will be opened at 2:30 p.m. the same day.
The contract does not allow for debris box staging or equipment parking on FDOT properties or fenced-in pond locations within the project scope areas. The contract is subject to various nondiscrimination statutes and authorities, and the contractor must comply with the Florida Inspector General requirements.

TECHNICAL QUESTIONS & ANSWERS:
Clean, Inspect, Video, and Map Storm Water Systems in District Two, DOT-ITB-23-2026-KC
1.) Has the department previously let a project of this nature and or size for district two with similar scope and quantities? YES If so, can the previous bid tabulations be shared with the prospective bidders for this project bid? YES, THE TABULATION SHEET WILL BE PROVIDED.
2.) The bid documents state that contractors will be able to work between the hours of 8:00 AM and 5:00 PM. Will this hold true for all areas within the scope of the project? Many FDOT roads have work lane closure restrictions that require work to be performed between the hours of 9:00 AM and 3:00 PM depending on the locations for the work. Some areas also list work hours to be performed at nighttime due to heavy traffic situations. Please clarify. THE TIME FRAME WAS AN OVERSIGHT ON MY PART, WORK WILL NEED TO BE SCHEDULED TO AVOID PEAK HOURS AND BACKING UP TRAFFIC AND MAY HAVE RESTRICTIONS.
3.) Will the department allow debris box staging on any of its properties or fenced in pond locations within the project scope areas? NO 4.) Will the department allow equipment parking on any of its properties or fenced in pond locations within the project scope areas? NO 5.) Assuming this will be a work order driven project, can the department please provide an estimate on how large or small the work orders may be at any given time and how often will the work orders be provided to the contractor to mobilize and complete the work? ISSUED 24’ OF PIPE WITHIN AN LOA TO 1500’+ OF PIPE WITHIN IN AN LOA. THESE CONTRACTS ARE TO AID IN DESIGN. WORK COMES IN VERY DIFFERENT – COULD HAVE 6 IN A MONTH OR 1 IN A 2-3 MONTH TIME FRAME. AGAIN, THIS CONTRACT IS TO SUPPORT DESIGN EFFORTS. NO GUARANTEE OF WORK.
6.) Does the department have a set, per year budget in mind for this project that can be provided or an estimate of total cost for the quantities provided? NO 7.) It is mentioned in the documents Exhibit A, that “Mapping of the Storm system” is also required. How is this information to be presented to the department upon completion? There is no mention of formatting for this within the documents provided.

The video will include identification before each section of pipe filmed. The identification will include the project number, the structure number corresponding to the structure number in the Plans for the project, size of pipe, the date and time, and indicate which pipe is being filmed if multiple pipes are connected to the structure. Notes should be taken during the video recording process. Submit these notes along with the video.
