Summary

This Excel file is a zip code and county list for Tennessee containing member enrollment data for the State of Tennessee's Employee Assistance Program (EAP) and Behavioral Health Organization (BHO) procurement. The spreadsheet contains detailed breakdowns of active members, children, retirees, and spouses across all 95 Tennessee counties and their associated zip codes, with grand totals indicating approximately 295,729 total covered lives (138,757 active members, 96,267 children, 7,852 retirees, and 52,853 spouses). The data is further stratified by geographic classification designations of Urban, Suburban, and Rural to support contractor analysis and service delivery planning across the three financially independent self-funded public sector plans: the State Plan (147,000 covered lives), the Local Education Plan (128,000 covered lives), and the Local Government Plan (26,000 covered lives). This geographic and demographic breakdown enables prospective vendors to understand the distribution of members across Tennessee's diverse service areas and assess their network adequacy and service delivery capabilities by region.

The zip code and county data serves as a foundational reference document for the EAP/BHO procurement issued on October 8, 2025, with a response deadline of December 19, 2025. Prospective contractors must utilize this member distribution information to demonstrate their ability to maintain comprehensive network adequacy, establish appropriate call center operations, and deliver claims adjudication and utilization management services across both densely populated urban centers such as Nashville-Davidson and Memphis-Shelby County areas and sparsely populated rural counties throughout the state. The data supports vendor evaluation of NCQA accreditation and URAC compliance requirements, as well as assessment of operational capacity to manage approximately 300,000 covered lives under the per-employee-per-month (PEPM) administrative fee model across the 60-month service delivery period (January 1, 2027 through December 31, 2031).
