About this file

This document is a Worker Protection and Investment Certification Form (BOP-2201) issued by the Commonwealth of Pennsylvania under Executive Order 2021-06. The form requires contractors and grantees to certify compliance with Pennsylvania's labor and workforce safety laws, which include 13 specific state regulations ranging from the Construction Workplace Misclassification Act to the Apprenticeship and Training Act. Contractors must affirm adherence to these laws and understand that providing false certifications can result in contract termination and a three-year prohibition from bidding on Commonwealth contracts.

The certification form mandates that contractors attest to following state labor regulations by signing and providing their official name, title, and organizational details. Penalties for non-compliance or false statements are clearly outlined, including potential legal consequences under 18 Pa. C.S. § 4904 for unsworn falsification to authorities. While the related contract opportunity describes a Fort Indiantown Gap Armed Security Guards project for the Office of Administration's Information Technology Office, the Worker Protection form is a standard compliance document that would apply broadly to state contractors seeking to do business with Pennsylvania.
