About this file

This is an Abbreviations and Definitions appendix document for an Invitation for Bids (IFB) or Request for Proposals (RFP) issued by Maryland Correctional Enterprises (MCE), a division of the Department of Public Safety and Correctional Services. The solicitation pertains to apparel items to be supplied to three MCE facilities: the Sew Shop in Jessup, Maryland; the Textiles Shop in Westover, Maryland; and RCI Graphics in Hagerstown, Maryland. The document establishes standardized terminology and definitions for use throughout the procurement process, including terms such as Bid Package, Bidder/Offeror, Contractor, Contract Monitor, and Procurement Officer. Key operational definitions include Business Days (Monday through Friday, excluding State Holidays), Local Time (Eastern Time Zone), and Normal State Business Hours (8:00 a.m. to 5:00 p.m. Monday through Friday, excluding State Holidays).

The appendix provides critical definitions related to data security, sensitive information, and compliance requirements essential to contract performance. Defined terms include Data Breach, Personal Information (PII), Protected Health Information (PHI), Security Measures, and Sensitive Data, which establish the standards contractors must maintain regarding information protection and confidentiality. The document also defines Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) certifications, indicating these may be relevant to set-aside or preferential contracting considerations. Additional definitions clarify the roles and responsibilities of State representatives, including the Contract Monitor and Procurement Officer, and establish procedural elements such as the Notice to Proceed (NTP) date marking the official start of contract work. The effective date of this appendix is July 2024.
