About this file

This document is an Emergency Purchase Statement from the Illinois Department of Innovation and Technology (DoIT) requesting an emergency extension for hardware, support, and maintenance related to the state's enterprise Voice over IP (VoIP) solution. The existing enterprise VoIP system supports over 30,000 phones, 280 video conferencing systems, and multiple emergency and non-emergency VoIP call centers with 2,300 call center agents providing critical public safety services for the state. The current vendor, Presidio, was originally selected through a competitive bid process, but the recent RFP to replace the expiring contract was canceled. This emergency extension is needed while DoIT completes the new RFP process and transitions the VoIP and collaboration services to a new vendor.

The emergency extension is estimated at $14 million and would run from April 1, 2021 to March 31, 2022. The state is using appropriated state funds to cover the costs. Presidio is the incumbent vendor and has been assisting the state with the existing enterprise VoIP solution. The current system also supports the state's Cisco Webex conferencing platform used for real-time meetings, webinars, and online events.
