About this file
This document is Addendum Number Two for the Centennial Airport Taxiways C and D Rehabilitation project, issued by the airport and involving federal AIP (Airport Improvement Program) funding for projects spanning 2024-2026. The addendum provides clarifications and updates to the original bid documents, including an updated electronic proposal form, revised prebid attendee information, and responses to multiple contractor questions about project specifications. Key project elements include full depth pavement reconstruction, subgrade mitigation, milling, and overlay work on Taxiways C and D, with specific details about material requirements, excavation quantities, and construction methodologies.
The addendum indicates the contract will be awarded to the lowest qualified bidder for federal schedules of work, with not all schedules guaranteed to be awarded depending on funding availability. The project involves multiple work schedules (Schedules I-VI) covering different areas including Taxiway C, Taxiway D, Taxilane C2, and related infrastructure improvements. Earthwork quantities are detailed, with net cut and fill volumes specified for different project areas. The contract includes specific technical requirements for materials like P-154 subbase, P-401 asphalt courses, and specific subgrade preparation standards. Construction will be phased, with specific calendar day allocations for each phase and strict requirements for control strip preparation and material placement.

CONTRACTOR QUESTIONS
1. Question: Are sandbags required on the lighted barricades if the barricades are connected end to end?
Response: Yes, sandbags are required.
2. Question: The documents state to utilize Borrow Embankment from the ARFF staging area, please confirm that this material meets the requirements of P-154 and will not need to be modified to meet specifications?
Response: P-154 shall be used for all fill under the Taxiway S3 pavement section. See Sheet TD-
C301 Detail 4, notes 1 and 2. Subgrade under P-154 shall be compacted to meet P-152 prior to placement of P-154 Subbase. Any fill outside of the pavement section shall meet the standards outlined in P-152. Fill will be obtained from suitable excess waste stockpiled on site from ARFF millings pad excavation, Taxilane C2 cut, waste from millings cut areas other than topsoil/organic material.
3. Question: It appears per detail 4 on Sheet TC-C301, that the P-101-5.9 pay item is to include the milling of the patching areas only, and that replacement of the P-401 will be paid under separate
P-401 pay items. Is this correct?
Response: Yes, that is correct.
4. Question: Sheets TC-CD102 & TC-CD103 call out the P-101 Full Depth Reconstruction areas which appear to meet the total quantity for the project. Detail 7 on sheet TC-C301 indicates that this detail could be used for full depth repairs that are as narrow as 2ft, which will cause compaction issues with the replacement materials going back in. Please confirm that this Detail 7 is only intended to be used in larger areas as shown on sheets CD102-103 and is not intended to be used for replacement of narrow areas of subgrade and asphalt?
Response: See sheet TC-CD101 note 9 stating: “LIMITS OF FULL DEPTH PAVEMENT AND
SUBGRADE REPAIR SHALL BE FIELD LOCATED BY THE RPR. LIMITS SHOWN
SUBJECT TO CHANGE.” Detail 7 on sheet TC-C301 shall be updated to show 10 feet width for the full depth reconstruction.
5. Question: It appears as though the Waste Excavation Items (Stockpile on Site) & (Haul Off-Site) encompass all of the earthwork that will need to be hauled on the project. This would include
Unclassified Excavation, Subgrade Mitigation (Unstable Material), and any Pipe Spoils. This would mean that there would be no haul of material included in these other items, please clarify if this is correct?
Response: Waste excavation only includes the haul of material for P-152 specification requirements. All other items including pipes, headwalls, and conduit, the haul of material is considered incidental to the respective items. See method of measurement and basis of payment in the respective specifications.
6. Question: What is the approach of awarding the contract? Will it be based off the apparent low bidder for the entire bid and then choose Schedules to be officially awarded?
Response: Not all federal schedules of work may be awarded. As stated in the Contract
Documents “The Contract will be awarded to the lowest qualified and deemed responsive bidder on the Federally eligible schedules of work awarded (Schedules I, II, III, IV, and VI).”
7. Question: Based off the answer to Question 9 from Addendum #1 regarding the location of the
Control Strip – it is to be assumed that the control strip is to be performed in the 2” mill/overlay section. Per spec, “the control strip shall be placed in two lanes of the same width and depth to be used in production with a longitudinal cold joint.” With the 2” mill/overlay section being 7.5’ wide (Schedule V – Non-Federal), there isn’t room to provide two equal lanes. It would be beneficial for the Owner to perform the control strip in a wider area in order to fulfill the spec requirements.
Response: The control strip will be two equal lane widths meeting the tonnage requirements as specified in P-401, a minimum of 250 tons. It is anticipated the lanes will be 12.5 feet wide, unless the Contractor proposes a different lane width for production. As stated in Addendum #1, the control strip will occur on the northern limits of the project and exceeding the project limits but including the 7.5’ non-federal area. However, the final location of the control strip will be determined by the Airport prior to construction. Example of anticipated northern limits shown below.
8. Question: At the pre-bid it was mentioned that raising the profile of Taxiway D would get paid for under Schedule I for future construction of S3. However, in the Addendum it states the quantity to raise the profile is in Schedule II. It would be beneficial to the Owner for the profile of
Taxiway D to be raised while it is being reconstructed to provide a good quality end product.
Response: At the pre-bid, it was misspoken that the quantities for raising Taxiway D profile was in Schedule I. This was rectified in Addendum #1. For the purposes of bidding, raising the profile of Taxiway D and all items associated with raising the profile is in Schedule II.
9. Question: Can the allocated Calendar Days roll-over from one phase to the next? For example, if it takes the Contractor 10 calendar days to finish Phase 1, can the Contractor utilize the remaining
5 calendar days in Phase 2 (making it 25 calendar days for Phase 2)?
Response: No, the construction schedule is based on maximum calendar days per phase. If the
Contractor completes a phase early, they will be permitted to move on to the next phase as coordinated with the Airport. No additional calendar days will be granted to any phase.
10. Question: Will there be any runway/taxiway pavement sensors that will be installed?
Response: No there are not any pavement sensors as part of this project.
11. Question: The contractor who submits the lowest price for all work (federal and non-federal) will be the contractor that gets awarded some or all Schedules?
Response: The contract will be awarded to the lowest qualified bidder for the federal schedules of work awarded. Schedules awarded will be based on funding. It is not guaranteed all schedules will be awarded.
12. Question: What is the intent of construction markers? Can the environmental permit be provided or detail?
Response: Construction markers are an alternative to construction fencing. See Sheet 123 of 146
(Arapahoe County Requirements) and Sheet 135 of 146 (Douglas County Requirements).
13. Question: Can you please provide a detail for the Stabilized Staging Areas? Can the environmental permit be provided?
Response: Stabilized Staging Area detail is provided on Sheet 126 of 146 (Arapahoe County
Requirements) and Sheet 143 of 146 (Douglas County Requirements). Project number for County
Permitting is located on the GESC plans. Contractor is responsible for obtaining necessary permits required by the county prior to construction. Anticipated permits to be provided by the
Contractor include but are not limited to the following: Access Permit, Stormwater Public
Improvement Permit, GESC Permit (Arapahoe County and Douglas County), Floodplain
Development Permit, and Construction Permit (Douglas County).
14. Question: The scales on several pages contradict each other. For example, the scale on Sheets 57-
61 state that 1”-30’. However, when you calibrate against this scale, ½” gives you 30’. This is also true in the GESC Drawings among others. Please clarify.
Response: The drawings are printed as half size plans (11x17); therefore, the scales are half the size.
15. Question: If Schedule IV gets awarded, will the planes be relocated to allow for safe construction activities to occur?
Response: Yes, the planes will be relocated prior to the start of construction through coordination with the Airport.
16. Question: The P-401 control strip needs to be constructed prior to shutting down RW 10/28
(Phase 1). Will this work count towards the allocated Phase 1 Calendar Days?
Response: No, this work will not count towards the allocated Phase 1 Calendar Days. As stated in
Note 1 on sheet GC001 “THE CONTROL STRIP FOR P-401 SHALL BE CONSTRUCTED BY
THE CONTRACTOR AND APPROVED BY THE RPR A MINIMUM OF 2 DAYS PRIOR TO
THE START OF PHASE 1 AND THE CLOSING OF RUNWAY 10/28.”
17. Question: There is approx. 4,400 SY of GSB-88 over millings (P-608 spec), and approx. 14,400
SY of GSB-78 (P608-R spec). Can the P-608 specifications be utilized for the entire project?
Response: No, P-608R is required on Taxiway C due to reduced cure time to minimize the closure at Willowbrook Hangars.
18. Question: Will there be quality assurance survey or will the contractor’s surveyor be the surveyor of record?
Response: Jacobs survey team will be available if questions arise by QC surveyor and survey verification. The Contractor's QC survey will be final survey on record for the project to complete as-built survey, survey verification, and fulfill the AGIS requirements.
19. Question: If the milled surface is delaminated after milling will additional asphalt be paid for as needed to construct to grade?
Response: Yes, additional asphalt shall be paid for as P-401.
20. Question: A stabilized staging area is called out to be placed for the Taxiway C staging area. This area already consists of millings, will the contractor have to remove the millings to place the 3” minimum gravel per the stabilized staging area detail?
Response: No, the millings shall remain in place. An alternative vehicle tracking control detail was added to sheet GESC504 for use.
21. Question: Can millings be used to stabilize the staging areas instead of gravel?
Response: Yes, millings may be used to construct the stabilized staging area.
22. Question: What depth of patching should be assumed? The note says to mill in 2” increments so is it 2 inches? Assuming we had a 100 SY patch, 6” deep would we bill for 300 SY?
Response: Yes, depth of patching shall be in 2” increments.
23. Question: Will the excavation for the milling placement be paid under Waste Excavation
(stockpile on site)?
Response: Yes.
24. Question: How were the embankment quantities determined? Can a summary be provided?
Response: Excavation and embankment quantities are summarized below. Stripping of topsoil was quantified separately prior to quantifying cut/fill. The Proposal Form has been updated under this Addendum #2 to update earthwork quantities to reflect the summary below. The below quantities are design raw quantities and do not include contingency or rounding. The Contractor will be paid as outlined in P-152 Method of Measurement and Basis of Payment for actual earthwork performed.
25. Question: Cores indicate the existing pavement depth is 17.4” in the full depth removal area on
TW C, will this be filled with borrow embankment to P-209 subgrade? What is the purpose of the full depth removal in this area?
Response: Full depth removal on Taxiway C is for subgrade mitigation. Material to fill this full depth removal will be 50/50 CDOT Class 6 backfill mixed with native material according to the
P-152 specification for subgrade mitigation.
26. Question: What is the intent of the bid item “Waste Excavation (Stockpile On-Site)” and “Waste
Excavation (Haul Off-Site)” in Schedule I? Is this the hauling of the material you excavate in the
Unclassified Excavation bid item? Outside of that and the Subgrade Mitigation, there is no additional excavation required for Schedule I. Please clarify.
Response: Waste Excavation (Stockpile On-Site) shall be considered suitable material, as approved by the RPR, to be used as borrow embankment. Waste Excavation (Haul Off-Site) shall be considered unsuitable material, such as excess topsoil, and shall be disposed of off Airport property.
27. Question: We have been unable to find any requirements in the documents concerning badging employees or permitting vehicles, if there are requirements to badge employees or permit vehicles can they be added to a future addendum so that contractors are bidding correctly?
Response: The Airport does not require badging of employees or permitting of vehicles. The
Contractor and Subcontractors will receive a safety briefing at the beginning of the project from the Airport (typically during the preconstruction meeting). The Contractor will be required to sign the safety plan presented by the Airport stating compliance and understanding. The Contractor will take responsibility of all Subcontractors. See Vehicle and Pedestrian Operations in the
Construction Safety and Phasing Plan in the back of the project bidding documents. Additionally, the Airport Special Provisions in the contract documents outlines Airport Security and other
Airport specific requirements.

A
TYPICAL ONE-LANE LAYOUT
ROADWAY
INSTALLATION:
1. THE SITE WHERE THE FODS TRACKOUT CONTROL SYSTEM IS
TO BE PLACED SHOULD CORRESPOND TO BEST MANAGEMENT
PRACTICES AS MUCH AS POSSIBLE. THE SITE WHERE FODS
TRACKOUT CONTROL SYSTEM IS PLACED SHOULD ALSO MEET OR
EXCEED THE LOCAL JURISDICTION OR STORM WATER POLLUTION
PREVENTION PLAN (SWPPP) REQUIREMENTS.
2. CALL FOR UTILITY LOCATES 3 BUSINESS DAYS IN ADVANCE OF
THE OF FODS TRACKOUT CONTROL SYSTEM INSTALLATION FOR THE
MARKING OF UNDERGROUND UTILITIES. CALL THE UTILITY
NOTIFICATION CENTER AT 811.
3. ONCE THE SITE IS ESTABLISHED WHERE FODS TRACKOUT
CONTROL SYSTEM IS TO BE PLACED, ANY EXCESSIVE UNEVEN
TERRAIN SHOULD BE LEVELED OUT OR REMOVED SUCH AS LARGE
ROCKS, LANDSCAPING MATERIALS, OR SUDDEN ABRUPT CHANGES
IN ELEVATION.
4. THE INDIVIDUAL MATS CAN START TO BE PLACED INTO
POSITION. THE FIRST MAT SHOULD BE PLACED NEXT TO THE
CLOSEST POINT OF EGRESS. THIS WILL ENSURE THAT THE VEHICLE
WILL EXIT STRAIGHT FROM THE SITE ONTO THE PAVED SURFACE.
8. AFTER THE FIRST MAT IS PLACED DOWN IN THE PROPER
LOCATION, MATS SHOULD BE ANCHORED TO PREVENT THE
POTENTIAL MOVEMENT WHILE THE ADJOINING MATS ARE
INSTALLED. ANCHORS SHOULD BE PLACED AT EVERY ANCHOR
POINT (IF FEASIBLE) TO HELP MAINTAIN THE MAT IN ITS CURRENT
POSITION.
9. AFTER THE FIRST MAT IS ANCHORED IN ITS PROPER PLACE,
AN H BRACKET SHOULD BE PLACED AT THE END OF THE FIRST MAT
BEFORE ANOTHER MAT IS PLACED ADJACENT TO THE FIRST MAT.
10. ONCE THE SECOND MAT IS PLACED ADJACENT TO THE FIRST
MAT, MAKE SURE THE H BRACKET IS CORRECTLY SITUATED
BETWEEN THE TWO MATS, AND SLIDE MATS TOGETHER.
11. NEXT THE CONNECTOR STRAPS SHOULD BE INSTALLED TO
CONNECT THE TWO MATS TOGETHER.
12. UPON PLACEMENT OF EACH NEW MAT IN THE SYSTEM, THAT
MAT SHOULD BE ANCHORED AT EVERY ANCHOR POINT TO HELP
STABILIZE THE MAT AND ENSURE THE SYSTEM IS CONTINUOUS
WITH NO GAPS IN BETWEEN THE MATS.
13. SUCCESSIVE MATS CAN THEN BE PLACED TO CREATE THE
FODS TRACKOUT CONTROL SYSTEM REPEATING THE ABOVE STEPS.
USE AND MAINTENANCE
1. VEHICLES SHOULD TRAVEL DOWN THE LENGTH OF THE
TRACKOUT CONTROL SYSTEM AND NOT CUT ACROSS THE MATS.
2. DRIVERS SHOULD TURN THE WHEEL OF THEIR VEHICLES SUCH
THAT THE VEHICLE WILL MAKE A SHALLOW S-TURN ROUTE DOWN
THE LENGTH OF THE FODS TRACKOUT CONTROL SYSTEM.
3. MATS SHOULD BE CLEANED ONCE THE VOIDS BETWEEN THE
PYRAMIDS BECOME FULL OF SEDIMENT. TYPICALLY THIS WILL NEED
TO BE PERFORMED WITHIN TWO WEEKS AFTER A STORM EVENT.
BRUSHING IS THE PREFERRED METHOD OF CLEANING, EITHER
MANUALLY OR MECHANICALLY.
4. THE USE OF ICE MELT, ROCK SALT, SNOW MELT, DE-ICER, ETC.
SHOULD BE UTILIZED AS NECESSARY DURING THE WINTER MONTHS
AND AFTER A SNOW EVENT TO PREVENT ICE BUILDUP.
REMOVAL
1. REMOVAL OF FODS TRACKOUT CONTROL SYSTEM IS REVERSE
ORDER OF INSTALLATION.
2. STARTING WITH THE LAST MAT, THE MAT THAT IS PLACED AT
THE INNERMOST POINT OF THE SITE OR THE MAT FURTHEST FROM
THE EXIT OR PAVED SURFACE SHOULD BE REMOVED FIRST.
3. THE ANCHORS SHOULD BE REMOVED.
4. THE CONNECTOR STRAPS SHOULD BE UNBOLTED AT ALL
LOCATIONS IN THE FODS TRACKOUT CONTROL SYSTEM.
5. STARTING WITH THE LAST MAT IN THE SYSTEM, EACH
SUCCESSIVE MAT SHOULD THEN BE MOVED AND STACKED FOR
LOADING BY FORKLIFT OR EXCAVATOR ONTO A TRUCK FOR
REMOVAL FROM THE SITE.
FODS TRACKOUT CONTROL
SYSTEM INSTALLATION
GUIDE
THE PURPOSE AND DESIGN OF THE FODS TRACKOUT
CONTROL SYSTEM IS TO EFFECTIVELY REMOVE MOST
SEDIMENT FROM VEHICLE TIRES AS THEY EXIT A
DISTURBED LAND AREA ONTO A PAVED STREET. THIS
MANUAL IS A PLATFORM FROM WHICH TO INSTALL A FODS
TRACKOUT CONTROL SYSTEM. (NOTE: THIS IS NOT A ONE
SIZE FITS ALL GUIDE.) THE INSTALLATION MAY NEED TO BE
MODIFIED TO MEET THE EXISTING CONDITIONS,
EXPECTATIONS, OR DEMANDS OF A PARTICULAR SITE. THIS
IS A GUIDELINE. ULTIMATELY THE FODS TRACKOUT
CONTROL SYSTEM SHOULD BE INSTALLED SAFELY WITH
PROPER ANCHORING AND SIGNS PLACED AT THE
ENTRANCE AND EXIT TO CAUTION USERS AND OTHERS.
