CONTRACTOR QUESTIONS

1. Question: The total bid quantities between Schedule II and Schedule III are 33 signs. The sign schedule has 34 signs. What is correct?

Response: See revised Sheets TD-EL104 and TD-EL505. Sign S3-6 should not be included in the sign schedule. The total bid quantities between Schedule II and Schedule III should be 33 signs.

2. Question: 7 signs are on Schedule II (Taxiway S3) - (1) 2 mod and (6) 3 mods. I am having some trouble figuring out what signs are on Schedule II so I went to the Electrical Layout plans to Sheet 99 (area around Txy S3). That area shows 8 signs (2) 2 mods and (6) 3 mods. My guess is that those signs (#s S-02, S-03, S3-1, S3-2, S3-3, S3-4, S3-5, S3-6) are all on Schedule II bid.

Am I remotely close on this?

Response: See revised Sheet TD-EL505 for clarification regarding the breakout of signs between Schedules II and III. There should be (1) 2 mod and (6) 3 mod signs for Schedule II which include signs S-02, S-03, S3-1, S3-2, S3-3, S3-4, and S3-5.

3. Question: Are there any CAD or cross sections available?

Response: Surfaces to be provided following submission of a signed release form included in this Addendum #1.

4. Question: Are there any PFAS contaminated soils on-site?

REHABILITATE TAXIWAYS C AND D

ADDENDUM NUMBER ONE

Response: None anticipated.

5. Question: How does the pond restrictor plate get paid for? Under what Schedule and Bid Item?

Response: Install Restrictor Plate in ARFF Pond Outlet Structure will be measured and paid for as each under specification D-701 Pipe for Storm Drains and Culverts in Schedule I Rehabilitate Taxiways C and D (Federal). Response: P-101-5.4 Crack Repair shall be measured and paid for as linear foot.

7. Question: Is the 2025 Mobilization/Remobilization schedule only if work occurs in 2025?

Response: No, this schedule of work will be awarded if any work occurs in 2025. If the funding is not awarded in time for all of the work to be completed in the 2024 calendar year, the schedule will be awarded. If the funding is not awarded in time for any of the work to be completed in 2024, the schedule will be awarded. No escalation is permitted on the federally funded project.

8. Question: Are all millings being used on the project?

Response: No, excess millings shall be hauled offsite. Excess millings hauled off site will be paid for under P-101. Update made under this Addendum #1.

9. Question: Where is the location of the Control Strip?

Response: The P-401 Control Strip will be at a location identified by the Airport. At this time, it is anticipated to be along Taxiway C adjacent to the project limits. All failed material including surface, base course, subbase course, and subgrade shall be removed and repaired as shown on the plans or as directed by the RPR. Materials and methods of construction shall comply with the applicable sections of these specifications. Any damage caused by Contractor’s removal process shall be repaired at the Contractor’s expense.

101-3.2 Preparation of joints and cracks prior to overlay/surface treatment. Remove all vegetation and debris from cracks to a minimum depth of 1 inch If extensive vegetation exists, treat the specific area with a concentrated solution of a water-based herbicide approved by the RPR.

1) Type 1 Crack Repair. Type 1 crack repair will be required where a crack less than 1/2-inch-wide remains after milling in areas that will be overlaid with asphalt concrete. All cracks less than 1/2 inch in bituminous pavements to be overlaid with asphaltic concrete shall be cleaned of joint and crack sealer, debris, and vegetation. Any excess joint or crack sealer on the surface of the pavement shall also be removed from the pavement surface. If vegetation is a problem a soil sterilant shall be applied.

Cracks and joints less than 1/2 inch shall be filled with a mixture of asphalt and aggregate fines and hand raked into the crack.

2) Type 2 Crack Repair. Type 2 crack repair will be required where a crack greater than 1/2-inch-wide, and less than 2 inches wide remains after milling in areas that will be overlaid with asphalt concrete.

Item P-101 Preparation/Removal of Existing Pavements P-101-2

The area around the crack will be milled to a 2-inch depth for a minimum of 12 inches on either side of the crack. The crack shall be cleaned and filled with self-leveling mastic per manufacturer’s specification. Two inches of asphalt shall be paved back over crack. A pavement reinforcement grid, meeting the requirements of paragraph 101-3.2.b.(1), will be adhered to the top of the asphalt course prior to paving the remaining 4 inch overlay. The Contractor shall comply with all current federal, state and local rules and regulations governing the safety of men and materials during the excavation, installation and backfilling operations. Specifically, the Contractor shall observe that all requirements of the Occupational Safety and Health Administration

(OSHA) relating to excavations, trenching and shoring are strictly adhered to. The width of the trench shall be sufficient to permit satisfactorily jointing of the pipe and thorough compaction of the bedding material under the pipe and backfill material around the pipe, but it shall not be greater than the widths shown on the plans trench detail.

Where rock, hardpan, or other unyielding material is encountered, the Contractor shall remove it from below the foundation grade for a depth of at least 8 inch or 1/2 inch for each foot of fill over the top of the pipe (whichever is greater) but for no more than three-quarters of the nominal diameter of the pipe. The excavation below grade should be filled with granular material to form a uniform foundation.

Where a firm foundation is not encountered at the grade established, due to soft, spongy, or other unstable soil, the unstable soil shall be removed and replaced with approved granular material for the full trench width. The RPR shall determine the depth of removal necessary. The granular material shall be compacted to provide adequate support for the pipe.

The excavation for pipes placed in embankment fill shall not be made until the embankment has been completed to a height above the top of the pipe as shown on the plans.

701-3.2 Bedding. The bedding surface for the pipe shall provide a foundation of uniform density to support the pipe throughout its entire length.

a. Rigid pipe. The pipe bedding shall be constructed uniformly for the full length of the pipe barrel, as required on the plans. The maximum aggregate size shall be 1 in when the bedding thickness is less than 6 inches, and 1-1/2 in when the bedding thickness is greater than 6 inches. Bedding shall be loosely placed uncompacted material under the middle third of the pipe prior to placement of the pipe.

b. Flexible pipe. For flexible pipe, the bed shall be roughly shaped to fit the pipe, and a bedding blanket of sand or fine granular material shall be provided as follows:

Flexible Pipe Bedding

Pipe Corrugation Depth Minimum Bedding Depth inch inch

1/2 1

1 2

2 3

2-1/2 3-1/2

c. Other pipe materials. For underdrain applications, the pipe bedding shall be in accordance with

Item D-705.

701-3.3 Laying pipe. The pipe laying shall begin at the lowest point of the trench and proceed upgrade.

The lower segment of the pipe shall be in contact with the bedding throughout its full length. Bell or groove ends of rigid pipes and outside circumferential laps of flexible pipes shall be placed facing upgrade.

Item D-701 Pipe for Storm Drains and Culverts D-701-3

Paved or partially lined pipe shall be placed so that the longitudinal center line of the paved segment coincides with the flow line.

Elliptical and elliptically reinforced concrete pipes shall be placed with the manufacturer’s reference lines designating the top of the pipe within five degrees of a vertical plane through the longitudinal axis of the pipe.

701-3.4 Joining pipe. Joints shall be made with (1) cement mortar, (2) cement grout, (3) rubber gaskets,

(4) plastic gaskets, (5) coupling bands.

Mortar joints shall be made with an excess of mortar to form a continuous bead around the outside of the pipe and shall be finished smooth on the inside. Molds or runners shall be used for grouted joints to retain the poured grout. Rubber ring gaskets shall be installed to form a flexible watertight seal.

a. Concrete pipe. Concrete pipe may be either bell and spigot or tongue and groove. Pipe sections at joints shall be fully seated and the inner surfaces flush and even. Concrete pipe joints shall be sealed with rubber gaskets meeting ASTM C443 when leak resistant joints are required. Concrete pipe joints shall be sealed with butyl mastic meeting ASTM C990 or mortar when soil tight joints are required. Joints shall be thoroughly wetted before applying mortar or grout.

b. Metal pipe. Not used.

c. PVC, Polyethylene, or Polypropylene pipe. Not used.
