STANDARD FORM 30 (REV.

11/2016) Prescribed by GSA FAR (48 CFR) 53.243

RFI Log:

Question 1: The evaluation factor #4 indicates that the estimated project duration to be 730 days, which assumes that option 1 is awarded with the base bid. Other options are designated in section L. The price form on page 7 of 62 does not identify any bid options or sub options.

Please provide a corrected bid form and please identify whether the schedule submission required under factor 4 is for the base bid only, which would then make the period of performance 548 calendar days per the solicitation.

Response 1: Step 1 does not include a price component, no detailed bid form is included with the Step 1 solicitation. The “evaluation factor #4” is Step 2 evaluation factor #2. Step 1 does not include a proposed contract duration and summary schedule. Details necessary for responding to this factor will be included in the Step 2 solicitation package.

Question 2: Section L of the solicitation says that the Step 1 Pre‐Proposal Conference/Site Visit will be held on Wednesday, March 7, 2022 at 12:00 PM. However, March 7, 2022 falls on

Monday. Is the conference/site visit on Monday, March 7, 2022?

Response 2: The Pre‐proposal Conference was held on March 7, 2022. Also note that attendance of the pre‐proposal conference was not mandatory and do not preclude any offeror from submitting a proposal.

Question 3: The evaluation factor #4 indicates that the estimated project duration to be 730 days, which assumes that option 1 is awarded with the base bid. Other options are designated in section L. The price form on page 7 of 62 does not identify any bid options or sub options.

Please provide a corrected bid form and please identify whether the schedule submission required under factor 4 is for the base bid only, which would then make the period of performance 548 calendar days per the solicitation.

Response 3: See response 1.

Question 4: From the RFP release date, given the short month, less than the standard 30 days is provided to assemble this proposal, which is necessary for proposal assembly (notably with the consideration of needing to give owners adequate time to return recommendation letters, etc). . We respectfully request a deadline extension for Step 1 proposals to March 31.

Response 4: The request for the Step 1 proposal due date is granted and the new proposal due date is March 31, 2022 at 1600 (4:00 pm) eastern standard time.

Question 5: Section L indicates that the Step 1 Pre‐Proposal Conference/Site Visit will be held Wednesday, March 7, 2022 at 12:00 PM (EST) utilizing Skype software. Please clarify if this meeting will be held Monday, March 7, 2002 or Wednesday, March 9, 2022.

Response 5: See response 2.

Question 6: Section L indicates that, “Relevance includes but is not limited to chiller plant renovation, size (42,000 tons total plant capacity), and complexity (phased construction, constrained workspaces and access, managing subcontractors and project schedules, and integrating new work into existing operating facility), large bore pipe demolition and construction and installation of water filtration and cleaning systems.” And further that, “The offeror shall identify at least five (5) projects that have been substantially completed within the past ten (10) years, meeting the requirements as identified below.

1) Submit three (3) projects that include large bore piping replacement in an active industrial plant, returned for operation meeting relevance requirements.

2) Submit one (1) project that includes installation of water filtration and cleaning systems, fully commissioned and returned for operation meeting relevance requirements.

3) Submit one (1) project at that includes installation of actuated valves and instrumentation (flowmeters, strainers, etc…) and connection to industrial control systems for valves and instrumentation meeting relevance requirements.

None of the three criteria address the capacity required for the projects. Please clarify the first statement related to relevance, especially where it pertains to 42,000‐ton capacity, and indicate how this will be evaluated.

Response 6: The total capacity of the plant is included to provide a general benchmark for the whole system. The total capacity can be used to compare general size and complexity of individual systems and their operation as a whole. Typically, a larger plant (in cooling tons) will have larger equipment and piping associated with it, and make greater use of industrial control systems, as well as require a physically larger footprint than a smaller plant (in cooling tons). It is not required that a plant of the exact same size be provided;

however, the closer to the total plant capacity for this project a prior project is, the more likely it will hold greater relevance.

Question 7: Is the liquidated damage amount of $10,250 per calendar day applicable to the final completion as well as the interim completion dates or will the liquidated damage amount be reduced for the interim dates?

Response 7: Response will be provided during step 2 of the solicitation process.

Question 8: The contractor is required to perform 35% of the work with their own forces. If the contractor has a teamed subcontract partner, does the work performed by the teamed subcontractor help fulfill the 35% self‐perform requirement?

Response 8: The 35% self‐perform requirement apply to work completed by your own forces. teamed partners and/or subcontractors do not count toward your 35% self‐perform requirement.

However, we still encourage you to submit a proposal even if you cannot meet the contract requirement for self‐performance. The solicitation states that self‐performance requirements can be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.

Question 9: Section M.1.6 Proposed Contract Duration and Summary schedule (Evaluation Factor 4 for Step 2 of the procurement) states that we are to provide a schedule for the base bid and options 1 and 2 only. Are we to omit the other options from our proposal schedule?

Response 9: Step 1 does not include a proposed contract duration and summary schedule. Details necessary for responding to this factor will be included in the Step 2 solicitation package.

Question 10: The Step 1 general explanation highlights the desire for experience with the replacement of chilled water and condenser water piping up to 42" in diameter, however the specific experience requested in Section L.1.2 sub‐section (3) states the desire for "Large Bore" piping. Please confirm that offerors will be graded on experience showcasing installation of large bore piping as defined within industry standards, and that projects do not need to specifically meet the 42" diameter requirement to be deemed relevant.

Response 10: Confirmed. Offerors will be graded on experience showcasing installation of large bore piping as defined within industry standards, and that projects do not need to specifically meet the 42" diameter requirement to be deemed relevant.

Question 11: In the absence of a CPARS rating for a specific project, please clarify what documentation will be deemed relevant to "demonstrate ability via past performance". Additionally, please confirm that if PPQs are deemed an option to satisfy the above requirement, that PPQ pages will not be counted towards the (5) page limitation on this section.

Response 11: PPQs are acceptable or letter of recommendations are acceptable and will not count toward your page count.

Question 12: Please confirm the intention if item 6(r) is an itemized list of each individual change order, accompanied by the associated cost of each contract modification. If this is indeed the intention, please confirm it is acceptable to include this itemized information in an appendix to the project sheets so as to not breech the page limit stipulated for this section.

Response 12: An itemized list would be an acceptable format. An appendix is acceptable to include this information, and appendix pages included for this purpose will not count against the page total.
