STATEMENT OF WORK
(SOW)
DATE: (31 01 2022)
1.0 General. PP08001J RPR Phase 5 Improvements to Capitol Power Plant West Refrigeration Plant. This will be a Firm Fixed Price Construction Contract.
1.1 Background. The Capitol Power Plant (CPP), commissioned in 1910 is a district heating and cooling plant that generates and distributes steam and/or chilled water for the heating and/or cooling of 24 buildings throughout the Capitol Hill Campus. Recent legislation and Congressional initiatives have placed new requirements on the AOC to reduce emissions and improve energy efficiency. To that end, a refrigeration plant consolidation and revitalization of aging infrastructure are necessary to achieve these goals.
Upon constructing the West Refrigeration Plant Expansion (WRPE) in 2007, the chilled water generation system consisted of two independent chilled water plants connected to a common distribution system which was further upgraded in RPR Phases 1, 2A, 2B, 3S and 3A through 2020 as detailed below:
1. West Refrigeration Plant (WRP) 10,000 tons
2. West Refrigeration Plant Expansion (WRPE) 26,600 tons
The WRP, constructed in 1970s, is aged and beyond its useful life. The existing 6,000 Ton centrifugal chillers located within the WRP have been removed and replaced with new machines.
The cooling towers in the WRP have been structurally repaired and mechanically rebuilt. The bulk of the existing original piping and valves within the WRP remain in service. These pipes are the source of contamination in the water system, are installed in locations that block egress and limit floorspace. The condition of the piping makes welded connections to existing piping unreliable. Existing isolation valves frequently do not provide complete isolation of the system.
These existing piping systems create risks for new equipment installed along the chilled water and condenser water systems, through scale deposits, unreliable isolation and the difficulty to provide repairs. The risk of a chiller failure or other equipment failure increases as CPP continues to rely on these deteriorated pipes to provide service. As such, the WRP requires complete piping rehabilitation to allow CPP to meet the future Capitol Campus chilled water needs
The WRPE requires new filtration systems, seismic structural improvements, and reworked piping to tie into the WRP basement piping. Construction shall be staged to allow CPP to operate winter “free cooling process” to achieve energy savings, and ensure that summer construction allows CPP to meet all cooling requirements.
1.2 Short Description. The work consists of improvements to the Capitol Power Plant (CPP) West Refrigeration Plant (WRP) and West Refrigeration Plant Expansion (WRPE). The work includes demolition tasks, piping installation, installation of cleaning and filtration systems, and mechanical, structural and electrical improvements to the WRP and WRPE.
1.3 Scope.
The work of Phase 5 is as follows:
1. Base Bid: Replacement of the chilled water piping in the WRP Basement Level.
The replacement work includes all the demolition and new work for the chilled water piping as outlined in the Contract Documents. Demolition work also includes hazmat abatement.
2. Bid Option No. 1: Notice-to-Proceed (NTP) given at the time of Base Bid Award.
Includes all the work outlined in the Contract Documents. Total Period of Performance will increase the construction duration beyond the Base Bid period. Bid Option No. 1 includes the following systems:
a. Includes hazmat abatement within the WRP.
b. Replacement of the remaining chilled water piping as well as all condenser water piping within the WRP.
c. Provide filtration systems on the WRP and WRPE condenser water system.
d. Provide self-cleaning water filters on the WRP in a side stream configuration prior to the WRP chillers.
e. Provide self-cleaning water filters on the WRPE in parallel to the WRPE chillers.
f. Provide particle precipitator systems that can clarify either the WRP or WRPE condenser water systems through operator selection through the control system.
g. Provide an automatic tube cleaning system on the WRP chillers.
h. Provide an automatic tube cleaning system on the WRPE chillers.
i. Installation of seismic supports on the existing piping within the WRPE.
j. Upgrades to the fire detection, fire protection, and lighting systems within the
WRP.
3. Bid Option No. 2: Includes the scope of work for Bid Option No. 1 as outlined above with a NTP given within 183 Calendar Days (6 months) of the award date for the BaseBid contract. Includes all the work outlined in the Contract Documents. Total Period of Performance would match Bid Option No. 1 construction duration.
4. Bid Option No. 3: Includes the scope of work for Bid Option No. 1 as outlined above with a NTP given within 365 Calendar Days (12 months) of the award date for the Base Bid contract. Includes all the work outlined in the Contract Documents. Total Period of Performance will extend beyond the Bid Option No. 2 construction duration.
5. Bid Option No. 4: Includes the scope of work for Bid Option No. 1 as outlined above with a NTP given within 550 Calendar Days (18 months) of the award date for the Base Bid contract. Includes all the work outlined in the Contract Documents. Total Period of Performance will increase the construction duration beyond Bid Option No. 3 construction duration.
6. Sub-Options: Contractor shall include pricing for the alternative sub-options which will be adders to the Base Bid in the event Bid Option Nos. 1, 2, 3, or 4 are not awarded. If awarded, the sub-option(s) will be awarded concurrent to the Base Bid contract.
Selection of sub-option(s) will be based upon available funding and award of suboption(
