About this file

This is an Anti-Lobbying Certification Form required for a Milk and Dairy contract solicitation (RFP 26C-0320) issued by Mohave, a consortium of Arizona public agencies. The solicitation seeks sources for milk and dairy products for Mohave's statewide membership of approximately 480 public agencies as of March 20, 2026, with the potential for additional members to join during the contract term. The contract will be awarded for an initial one-year term with four potential one-year extensions. The scope of work and specifications define quality and characteristics of desired milk and dairy products based on known acceptable manufacturers and brands, though offerors may propose alternate solutions and manufacturers that meet the specified quality and performance characteristics, with Mohave serving as the final judge on acceptance of any alternates.

The Anti-Lobbying Certification Form certifies compliance with the Byrd Anti-Lobbying Amendment (31 U.S. Code § 1352) and Federal Acquisition Regulation 52.203-11. Offerors must certify that no federal appropriated funds have been or will be paid to influence federal transactions related to this contract award. If non-federal funds are used for lobbying activities, offerors must submit OMB Form LLL, Disclosure of Lobbying Activities. All subcontract awards in excess of $100,000 must include similar certification and disclosure requirements. Failure to comply with these provisions subjects violators to civil penalties ranging from $10,000 to $100,000 for each failure. Submission of this certification is a prerequisite for contract award.
