Summary of RFP 26C-0320 Milk and Dairy Specifications

This is a Scope of Work and Specifications document for Request for Proposal 26C-0320 issued by Mohave, a purchasing consortium for Arizona public agencies. The solicitation seeks milk and dairy products to serve approximately 480 Mohave member agencies statewide, with potential for additional members to join during the contract term. The contract will be awarded for an initial one-year term with four potential one-year renewal options. Products must comply with the Healthy, Hunger-Free Kids Act of 2010, the Whole Milk for Healthy Kids Act of 2025, and Arizona Revised Statutes 15-242.01, meeting all applicable grade level caloric, sodium, saturated fat, and trans-fat nutritional standards. Milk shall be Grade A, homogenized, pasteurized, and vitamin fortified, packaged in half-pint cartons. Vendors must deliver products in temperature-controlled vehicles with "Use By" dates of at least ten days from delivery. Deliveries must occur between 6:00 a.m. and 2:00 p.m., Monday through Friday, unless alternate arrangements are made. Vendors may offer delivery statewide or specify service by county.

Pricing shall be based on Federal Market Order #131 for Class I milk at 3.5% butterfat for February 2026, with monthly adjustments tied to USDA Federal Market Order publications taking effect on the first day of the month following price updates. For each $0.15 change in the blended hundredweight and prevailing over-market premium, half-pint milk costs will adjust by approximately $0.001. All milk and dairy products must be domestically grown and processed in accordance with the William F. Goodling Child Nutrition Reauthorization Act of 1998. Vendors must provide nutritional data sheets for all products and are encouraged to publish product GTINs to the GDSN Connect database. Vendors must provide delivery route information, driver identification, and a designated contact available during business hours to address delivery and service issues. Contract vendors are responsible for correcting any product shortages within three days of delivery at no additional cost to members.

Scope of Work Specifications

SPECIFICATIONS

Purpose of specifications: Specifications are designed to enable an offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror shall notify Mohave prior to specified proposal due date and time.

Partial proposals: Mohave may consider partial proposals for award of a contract.

Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.

Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
