Please confirm that the option to buy the equipment would occur at the end of the contract (including all renewals, i.e. at the end of eight years). | The department would like to have the purchase option at the end of the first 4 year contract and again at each possible contract extension. |
| 17 | IRWINHODSON | RFP Document section 3.5.1. | Section 3.5.1 (page 4) ? Please confirm that NV DMV would be responsible for any damage done to the equipment that is not normal wear and tear. | The NV DMV will not be responsible for any damage to equipment outside of normal wear and tear, unless state personnel completes unauthorized work not sanctioned by the vendor to equipment. | 18 | IRWINHODSON | RFP Document section 3.5.3. D. | Section 3.5.3. D (page 4) - The quantity of blanking Dies requested in Section ?3.3.2 A? would not be sufficient to allow for a sharpened die to be in the factory at all times. | Currently the need for two 12" and one 7" shoe is all the department needs. If the 7" shoe needs to be sharpened, it could be reviewed when necessary. Upon awarded contract it is expected all shoes (12"and 7") will be sharp. |
| 19 | IRWINHODSON | RFP Document section 3.5.3. A. | Section 3.5.3. The department would like to reserve the option to incorporate one or all of section 4 into the contract at any time initiated with a purchase order signed by both parties. |
| 21 | IRWINHODSON | RFP Document section 4. | Section 4 (page 4) ? What is meant by ?one or all of Section 4?? How can only one option listed in Section 4 be implemented as they are all tied together? | When and if the department chooses to implement section 4., our registration process may or may not have evolved through our transformation process. Beyond transformation their is the possibility of registration and decals current structure may change and there is possibility of Statute changes. |
| 22 | IRWINHODSON | RFP Document section 4.1.3. | Section 4.1.3 (page 5) ? Please provide background and configuration for the NV DMV?s current computer and network infrastructure so that a determination can be made as to the effort/cost to integrate with the DVM?s system. | The factory will need a server and three (3) computers to support shop floor/internal factory operations. The shop floor control system will need to interact with State PC's located in the office for multiple operations. The Department is also open to recommendations that may deviate from the existing structure. |
| 23 | IRWINHODSON | RFP Document section 4.1.4. | Section 4.1.4 (page 5) ? Please advise as to what ?ELDT? plates are and quantities? | ELDT should have been EDRS plates. This will be updated. EDRS is Electronic Dealer Report of Sale. The average EDRS would be approx.. 14,000 - 20,000 per month. The quantity is subject to change. |
| 24 | IRWINHODSON | RFP Document section 4.1.4. | Section 4.1.4 (page 5) ? This section seems to contradict the timing as to when the decals and forms shall be printed. Section 4.1.2 indicates ?at the time of sale? and section 4.1.4 indicates ?at time of the license plate printing?. Please clarify. Are these two separate instances with printing in separate locations. | This could be at two different times. Once Plate on Demand is functional, this could be an EDRS plate and registration or an in office/on-line license plate and registration transaction completed. |
| 25 | IRWINHODSON | RFP Document section 4.1.6 | Section 4.1.6 (page 5) ? Please confirm that all printing registration functions will take place within the DMV?s license plate factory. | No, not all registration fulfillment will take place at the License Plate Factory i.e. duplicate registration or renewals. |

| 28 | IRWINHODSON | RFP Document section 4.1.7, | Section 4.1.7 (page 5) ? Is this RFP contemplating only printing registrations that are matched with license plates, or is there a component of printing registrations-only, i.e. without plate matching, that would then be mailed to NV motorists? | For this SOW this is only registrations that will be mailed with plates. |
| 29 | IRWINHODSON | RFP Document section 4. | Section 4: Will this section be scored for both cost and non cost criteria as part of the overall evaluation? | Section 4. would be evaluated as its own module from whole RFP and is not the over arching determination for this RFP. It will allow the department to move forward in the future using a Purchase order and not having to initiate an RFP for a registration and decal mailing process for registrations mailed with license plates. |
| 30 | IRWINHODSON | RFP Document section 4.1.7, | Section 4: Does the pricing for this section apply to the overall pricing of the bid on the cost side where it may or may not be used? | The cost of this section needs to be separate from the rest of the equipment RFP. As stated under section 4. 'Please bid this separately of the main License Plate Factory equipment contract on the Cost Sheet under Other Pricing Options.' |
| 31 | IRWINHODSON | Equipment Needs PDF | Section ? Equipment Needs PDF ? indicates ?Packing (include packing materials, shrink wrap, envelopes, and boxes)?. If the State requires plates to be shrink-wrapped, should all RFP responses include a shrink-wrap machine and heat tunnel? This equipment is not currently listed in the RFP. | The Department is open to suggestions/solutions. |
| 32 | IRWINHODSON | Equipment Needs PDF | Equipment Needs PDF ? Indicates ?Packing (include packing materials, shrink wrap, envelopes, and boxes). If packing materials are required to be provided by the vendor, please provide a list and specifications of all packaging materials required to be supplied by the vendor under this project, as these are not mentioned elsewhere in the RFP | The Department is open to suggestions/solutions. |
Current operations has the vendor suppling consumables.
| 33 | IRWINHODSON | RFP Document - blanking and embossing compatibility | Please confirm that the successful vendor?s blanking line die and alphanumeric embossers must work in tandem with each other. | Confirmed. | |
| 34 | IRWINHODSON | RFP Document Evaluation section | Evaluation Section ? The weighting in the evaluation process for cost is only 10%. If one bidder bids 20 million dollars and another bidder bids 30 million dollars, this creates a 10 million dollar difference between bids, but per the formula, this only results in a difference of five points between the low and high bidder. Please confirm that more weighting will be added to the cost evaluation. | Per section 9., the cost evaluation is 10% as stated in the RFP posted to all vendors. The RFP will be evaluated at all factors in section 9. | |
| 35 | IRWINHODSON | Section 4.1.7. A. | Are there any other forms needed other than registration forms for vehicle and trailers? (county, tag line, month/day) | Not at this time. | |
| 36 | IRWINHODSON | Section 4.1.7. A. | Do the passenger and trailer decals use the same colors? | Yes, each expiration year is a different color and then rotated. | |
| 37 | IRWINHODSON | Section 4.1.7. H. | What are the specifications for the three sticker colors used? | Current specifications of license plate registration decals is 1 1/2" wide x 1" high. Motorcycle decals are the same. | |
| 38 | IRWINHODSON | Section 4.1.7. M. | What is the NVDMV preferred method to transfer the order data? | Vendor shall receive the electronic data through a Secure File Transfer Protocol (SFTP) process. | |
| 39 | IRWINHODSON | Section 4.1.8. | Is the vendor responsible for making the service available to the public or just processing an order from the NVBMV? | The awarded vendor is not responsible for providing services to the public. | |
| 40 | WALD1924 | RFP Extension | In order for a prospective vendor to have complete understanding of the current and anticipated operational requirements of this RFP, and in order for a prospective vendor to submit an appropriate proposal that is in the best interest of the state, will the state grant a 4 week extension to this RFP so a prospective vendor can plan and conduct a site visit to the license plate production facility? | The department is not able to push back dates at this time. | |
| 41 | WALD1924 | Annual Plate Quantities | Please clarify if the state is estimating the annual production quantity of license plates to be 1,250,000 single plates (625,000 pairs) or 1,250,000 pairs (2,500,000 single plates). | The State is forecasting to produce single plates in the neighborhood of 1,250,000 to include pairs and single plates. | |
| 42 | WALD1924 | Page 2, 3.3 Equipment, 3.3.1 & 3.3.2 | 3.3.1 - Provide application equipment, equipment with the capability of producing flat NV specialty plates, embossed plates, and equipment to dry roll coat embossed plates as a fundamental component of a totally integrated license plate system. Please see Equipment Needs in the ?Attachments? tab of NevadaEPro for more details on the equipment needs. | ||
| b. | 3.3.2 - The successful respondent shall provide the necessary equipment for the intended contract period to decoil and straighten aluminum substrate, laminate unprinted or pre-printed sheeting to the substrate inclusive of, but not limited to, the reflective sheeting applicator including stretch control mechanism, corresponding electronic registry feed controls, blanking line, and press. | ||||
| Question ? Is the bidder to provide application equipment only as specified in 3.3.1 or is the bidder to provide an entire blanking line including the application equipment as specified in 3.3.2? Please clarify. | The short answer is yes, it needs to match what is in our RFP. The State will need the manufacturing capability to produce traditional embossed license plates as well as flat license plates. Decoiler, straightener, applicator, blanking press, embossing equipment with supportive character dies as well as specialty dies and the ability to provide additional or replacement dies, Dry Roll Coat applicators and a packaging line will be needed. The blanking line will need the blanking shoes as well as the cutting dies. A printing system to convert white sheeting into all the specialty sheeting is also necessary. |
However; the department is open to additional solutions.
| 43 | WALD1924 | Plate Dimensions | Please provide detailed auto and motorcycle plate dimensions including plate length and width, bolt hole size/placement and radius corner dimensions. | See the 'Attachments' tab in NevadaEPro. | |
| 44 | WALD1924 | Embossing | Please clarify if the state wants proposals for digital and manual embossing die tooling only or, if the state is asking for new digital and manual embossing systems in addition to dies. There appear to be line items in the Cost Schedule asking for both embossing equipment and embossing dies. | The State is looking for a complete solution as is currently in place. If the State were to proceed with the purchase of embossing equipment, the existing dies and additional tooling of dies will need to be explored. | |
| 45 | WALD1924 | Page 4, 3.4.2, G | The digital license plate production systems must be able to produce 30 digitally printed plates per minute per printer or 1800 digitally printed plates per hour per printer. | ||
| b. | Cost Schedule 81DMV-S2678 ? Includes a line item for pricing of a new ?DLP? printer. If accurate and since there are no other references to the digital printer in the solicitation, please expand on the requirements of this printer as it pertains to license plate production for the state of Nevada. |
Question ?
| 1. | Is the state asking for pricing for a new print system to replace the current digital print system? As the printers are already part of the existing plant, does this apply? | |
| 2. | Is the state open to considering a proposal for a new type of printing system, other than thermal transfer, that would provide more flexibility, benefits and efficiencies in license plate production as well as enhanced license plate quality? | The current printer is not owned by the State and the awarded vendor will need to supply a mechanism for design and printing. |
The State will need to have the ability to convert white sheeting into multiple specialty backgrounds. The State is open to additional solutions as technology changes.
Yes, the State is open to additional potential solutions.
| 46 | WALD1924 | 3.4.1(H) and 3.4.2(I) | Pursuant to solicitation paragraph 3.4.1(H) and 3.4.2(I), will the DMV allow the vendor to bid a production system that eliminates the need for embossed numeral coating and instead produces embossed characters in color using a digital print and direct emboss method (P2E) for all license plate production? | The State is open to additional solutions. |
| 47 | WALD1924 | Current equipment to be utilized after contract is awarded. | Please provide a list of any and all existing equipment, including make, model and description, that will remain as part of the production system after this contract is awarded. | Currently, all manufacturing equipment is leased with the following exceptions… |
Air Compressor: Ingersoll Rand UP6.
Daco Solutions Ltd sheeting rewinder.
| 48 | WALD1924 | Dry Foil Applicators | Are new hot stamp (dry roll coat) units to be bid for this equipment RFP? | As long as the equipment works and is maintained by the awarded vendor, non-new equipment may be acceptable. Proof of the equipment's functionality may be necessary. |
| 49 | WALD1924 | Equipment Condition | Please confirm that all equipment proposed is to be New, Unused equipment and NOT remanufactured or rebuilt or existing. | As long as the equipment works and is maintained by the awarded vendor, non-new equipment may be acceptable. Proof of the equipment's functionality may be necessary. |
| 50 | WALD1924 | Equipment Removal | Will the awarded contractor be required to remove any existing equipment? | No, the current vendor would be responsible for removing their equipment. |
| 51 | WALD1924 | Lease Terms | Please provide more detail on the anticipated lease terms for the equipment for this response. | Section 3.5.1 A. states, all equipment is leased and maintained by the vendor with option to buy. |
| 52 | WALD1924 | Pricing | Is the State interested in a per-transaction pricing model that eliminates the capital expenditure requirements of buying and maintaining the equipment? | Yes, the State is open to this option. |
| 53 | WALD1924 | Pricing | Would the state be interested in a cost proposal that would include ALL equipment and ALL reflective sheeting, inks, overlaminate that would be based on a per plate transaction model. | Yes, the State is open to this option. |
| 54 | WALD1924 | Annual Registration Quantities | Please indicate how many vehicle registrations are to be issued by location, per year, and by plate type. | This would be (EDRS) approx.. 7,000 - 10,000 per month. Direct Shipment 40-60 thousand per month…from the License Plate Factory. No other location. |
| 55 | WALD1924 | Section 4 | Section 4: Is the vendor responsible for postage for the registration mailers? | Postage will remain the State's responsibility. |
However, the department would be open to additional solutions.
56 WALD1924 Training Given the large and complex systems being proposed, would the State allow the bidder to provide additional initial training and possible follow-up training? Yes, the State is open to this option.
