About this file

This is a Questions and Answers document for RFP #DOR1501/Hardware Queuing issued by the Colorado Department of Revenue (DOR). The RFP seeks to procure and install new kiosk hardware and queuing system components across 31 Department of Labor Offices (DLOs) statewide to replace end-of-life SeePoint Interactive kiosks. The system must be compatible with the State's existing QFlow queuing solution by ACF Technologies. The project includes hardware procurement, system imaging compliant with CISP security standards, software installation, and deployment services. The State's target completion date for final implementation is May 31, 2015, with all installation services required to be completed by the end of the fiscal year on June 30, 2015. A minimum of two pilot DLOs will be selected for installation prior to full statewide rollout, with two weeks allotted for user acceptance testing and one week for pilot testing. Vendor selection was estimated for March 23, 2015. Office footprints range from 192 square feet in Gunnison to 9,000 square feet in Denver Central, with the largest kiosk configuration occupying a maximum space of three kiosks across a 25-foot counter.

The State will provide QFlow licenses and the QFlow client software (version 5.5) upon award, while the vendor is responsible for image creation costs adhering to CISP security standards. Electrical and network connections will be provided by the State; the vendor is responsible for audio and video cabling installation. The vendor must provide 100% System Hardware Maintenance coverage including parts, labor, and materials for failed hardware components at no additional cost to the State. Hardware must be physically secured to prevent tampering or easy removal, and the proposed kiosk systems must be compatible with Internet Explorer 7.0, 8.0, or 9.0 running in compatibility mode. Remote access via TeamViewer is acceptable. The State will dispose of existing hardware and provide performance bond requirements as detailed in the draft contract Section 20.X. A performance bond applies to this RFP, and any vendor exceptions to the contract must be noted in their proposal.

Department of Revenue Questions/Answers for RFP # DOR1501/Hardware Queuing

This document contains all inquiries submitted by offerors regarding the RFP.

Q1. Do you have a list of who has been given the bid?

A1. No. VSS is commodity based and sends solicitation notifications to vendors based on their subscription settings.

Q2. Also what is the name of the company/contact that you are currently using to service the kiosks?

A2. Kiosks were purchased from SeePoint Interactive Kiosk Systems. The kiosks are at end of life and the vendor has ceased supporting their kiosks.

Q3. Can you estimate the approximate distance between kiosk – display monitors – speakers?

A3. The distance between the kiosks and monitors/speakers vary from office to office, and the monitor and speakers run off an independent media PC located in an equipment room. For a few offices a speaker is located outside the office. Generally, our large footprint offices average about 5,000 sq ft with the largest office being around 9,000 sq ft (Denver Central); and our small footprint offices average about 800 sq ft with the smallest being 192 sq ft (Gunnison).

Q4. Who is responsible for QFlow Licensing and Image creation costs?

A4. QFlow licenses are paid for by the DMV. The costs for creating images that adhere to the CISP security standards are the awarded vendor’s responsibility.

Q5. Will software installation of QFlow be at each end location or will an image be sent to us to install on all machines.

A5. The image will be created by the vendor and once approved by the State, can be installed on machines in whatever manner suits the vendor. The final configuration of the kiosks to connect to QFlow will occur on-site in the offices during deployment.

Q6. Where can we find the Colorado Revised Statutes (C.R.S.)

A6. http://www.lexisnexis.com/hottopics/Colorado/

Q7. Where can we find CISP A7. See RFP Glossary for link.

Q8. Is May 31, 2015 a firm deadline A8. May 31, 2015 is the State’s target deadline. All installation services must be completed by the end of the fiscal year, June 30, 2015.

Q9. An accurate demonstration of the proposed system will required a licensed version of QFlow – if presentation/visit is required, will this be provided by DOR?

A9. Yes, the State will provide the Q-Flow software for demonstration. Due to licensing and network configurations, Q-Flow's test environment can only be accessed from CO DOR's network.

Q10. What are the requirements of the Performance Bond?

A10. See the draft contract Section 20.X for the requirements for the Performance Bond.

Q11. Please provide detail on image requirements (version, setup file, license, etc.) for your current Qflow software.

A11. QFlow licenses will be provided by the State. There is a QFlow client that will need to be installed on hardware, which will be provided by the State upon award. The State currently uses version

5.5 of QFlow.

Q12. Will you please provide more detail on your current queuing system?

http://www.lexisnexis.com/hottopics/Colorado/

A12. The State utilizes QFlow queuing solution by ACF Technologies. You can find details on their website: http://acftechnologies.com/. For hardware, see RFP Section 2.1.

Q13. What is the minimum and maximum footprint dimension?

A13. At a maximum, the current kiosk configuration occupies a space of three kiosks, each occupying a space of 6’x1’x1’10”, across a counter space that is 25’ in length. At a minimum the kiosks must fit in an office space that occupies 192 square feet, which may include counter top or wall mounting. See A3 for additional information.

Q14. Where can we obtain reference material with OIT Cabling Standards?

A14. The RFP has been modified. See Appendix D.

Q15. What cables will have to be installed. Will this include Electrical where a licensed electrician is needed?

A15. Electrical and network connections will be provided by the State. Vendor will be required to install audio and video cabling.

Q16. Windows 7 lists 2 End of Life dates. Mainstream support (1/13/2015) and Extended Support (1/14/2020). Which EOL date should be considered?

A16. The Extended Support deadline is the date that should be considered.

Q17. Will this only be applicable during the contract?

A17. Yes.

Q18. Is there any restrictions on the type of Browser or the lock down software to lock the browser to the flow website?

A18. Q-Flow is built in .net and SQL and optimized for Internet Explorer 7.0+/ 8.0+ / 9.0+ (running in compatibility mode).

Q19. What is the specified system hardware security, as determined by the state?

A19. See RFP Section 4.2.3.

Q20. Section 4: 4.4.2: Please provide non-disclosure agreement for review A20. The draft contract has been modified. See Contract Section 20.AA and Exhibit G.
