1.0 General Information.
1.1 Overview. Heating and Cooling Services provide steam, hot water, chilled water for heating, cooling, domestic hot water, and facility processes using Government-owned central heating and cooling plants, and distribution systems. The Fort Wainwright Heating Plant is operated through a privatized company and the contractor will have no responsibility for the heating plant.
1.2 Air Pollution Regulations. The Contractor shall operate all mechanical rooms in compliance with all Federal, State, and local air pollution regulations. The Contractor shall address all non-compliance issues immediately to the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR).
2.0 Description of Services.
2.1 Scope. The Contractor shall operate all mechanical rooms and systems (steam meters, automatic tank monitoring system, boilers, and furnaces) used in the production of domestic heat (including the provision of unscheduled services) as directed by the
COR/ACOR.
2.2 Heating and Boiler Plant Staffing. N/A
2.3 Operation of Mechanical rooms. The Contractor shall operate the steam/hot water mechanical rooms listed in TE 57. Operation of these plants includes start-up and shutdown of heating equipment; operator maintenance and inspection (maintenance required to operate mechanical rooms on a daily basis; e.g., during operational visits ensure the plant is operating properly). Operation also includes keeping required logs, correction of improper operating conditions, and making minor adjustments to the plant and equipment and keeping mechanical rooms clean.
2.3.1 Unattended Mechanical rooms. The Contractor shall operate all unattended mechanical rooms listed in TE 57. Operation of these plants shall include seasonal start-up and shut down of heating equipment.

4.0 Air Handling Units and Ventilation Systems.
4.1 Scope.
4.2 Repair of Air Conditioning Systems. The Contractor shall provide Air Conditioning repair services. Perform repair and/or replacement of A/C systems to include: window units and portable units installed by DPW, package units, split systems to include A/C systems that are installed in ventilation systems, A/C systems controls and humidifiers In the event of a power outage various systems may require manual restart. Recover and reclaim all oils and refrigerants encountered during repair and or disposal, installation, and replacement of equipment. Disposal of refrigerants must meet disposal guidelines set by FWA DPW Environmental Office. Contractor will service equipment and maintain refrigerant recovery and replacement records in accordance with 40 CFR Part 82 Subparts F and G and the Installation's air quality operating permit (Alaska Department of Environmental Conservation Permit #AQ0236TVP02). Refrigerant recovery and replacement records will be reported to the Installation's DPW Environmental Division at the end of each calendar quarter. List of HVAC systems can be located in TE 28.
