Anchor Bay School District - Boilers & Hot Water Pumps RFP Phase 3
This is a Request for Proposal (RFP) issued by Anchor Bay School District in Michigan for an Energy Savings Performance Contract focused on boiler and hot water pump upgrades across multiple facilities. The project involves replacing existing boilers and hot water pumps with sealed-combustion high-efficiency boilers and hot water pumps at four locations: Lighthouse Elementary, Lottie Schmidt Elementary, Transportation Building, and Aquatic Center. Additionally, the scope includes replacing an existing water heater, circulating pump, and storage tank at the Aquatic Center. The RFP was publicly advertised on July 6, 2026, with a mandatory pre-bid walkthrough scheduled for July 13, 2026, at 9:00 a.m. EDT at the Transportation Building. The deadline for submitting questions is July 15, 2026, at 5:00 p.m. EDT, and sealed bids are due on July 29, 2026, at 1:00 p.m. EDT at the district's Administrative Office. Post-bid interviews are scheduled for July 31, 2026, with a Notice to Proceed expected following the August 12, 2026, Board of Education meeting. Construction is tentatively scheduled to commence on June 9, 2027, with substantial completion targeted for August 20, 2027. Centrix Energy Partners, LLC, located in Sun Prairie, Wisconsin, serves as the Construction Manager.
Bidders must submit a 2.5 percent bid bond with their proposal and are required to provide Payment and Performance Bonds for the full contract amount, along with certificates of Liability and Worker's Compensation Insurance. All contractors must comply with Michigan's Prevailing Wage for State Projects Act (effective February 13, 2024) and certify compliance with the Iran Economic Sanctions Act. The bid form requests base bid pricing for each location and includes two add alternates: Variable Frequency Drives (VFDs) for hot water pumps and concrete housekeeping pads of varying dimensions. Qualified boiler manufacturers include Aerco, Lochinvar, and Weil-McLain, with hot water pump manufacturers including Bell & Gossett, Taco, and Armstrong Fluid Technology. Substitute products require Owner written approval. The RFP explicitly requires bidders to provide comparable experience on similar projects completed within the last five years and to submit a list of proposed subcontractors. Bidders may not withdraw their bids for 30 calendar days following bid opening, and Anchor Bay Schools reserves the right to reject any or all bids and award contracts to one or more bidders as determined in the Owner's best interest.
