1. Purpose. This procedure describes actions to be taken by AMP-100 Staff to provide compliance oversight of the MMAC Asbestos Control Program.

2. Scope and Applicability. This procedure applies to the Environmental, Occupational Safety and Health (EOSH) Staff, AMP-100.

3. References.

a. EPA: 40 CFR Part 61, Subpart M (NESHAP) National Emissions Standards for Hazardous Air Pollutants and 40 CFR Part 763.

b. DOT: 49 CFR Parts 171 and 172.

c. Oklahoma Asbestos Control Act, Title 40, Sections 450 to 456 and Abatement of Friable Asbestos Materials Rules, 380:50-1-1 through 380:50-29-1.

d. FAA (Orders 3900.19C and 1050.20B) and MMAC Asbestos Control Plan.

e. 29 CFR Part 1910, Section 1001; 29 CFR Part 1926, Section 1101; and 29 CFR Part

1910, Section 134.

4. Procedure.

a. Purpose. Asbestos-containing building materials can be impacted in a variety of ways, including maintenance procedures, equipment installation/replacement, renovation or demolition activities, weather, and everyday personnel activities. This document provides information and procedures for handling Asbestos Control and Management Program projects.

b. General. The Asbestos Control Program response to an actual or suspected asbestos release or a project involving the potential or requirement to disturb asbestos-containing building materials will vary according to its scope and the specific parameters involved.

The process owner (PO) and on site contractors (OSCs) have the training and expertise to determine the appropriate level of outside resources required to complete the necessary response actions.

c. Procedure.

1) In the event of an asbestos release, all on-site FAA and contractor personnel must be immediately evacuated and restricted from re-entering the affected area and the

2) Upon notification of a maintenance requirement or project impacting asbestos-containing building materials, the PO or OSC must:

a) Determine the type and location of asbestos-containing building materials involved. If survey information is incomplete or unavailable, arrange for an Oklahoma Department Of Labor (ODOL)-licensed asbestos inspector to collect additional information and samples required to make the determination. This may be done by the the OSC or laboratory off site Contractor (OFSC). All suspect materials will be assumed positive unless a negative determination has been documented.

b) Determine if the project requires an ODOL-approved Project Design and procure its preparation and submittal by an ODOL-licensed OFSC. Provide a copy of the completed Project Design document to the abatement OFSC.

c) For emergencies, immediately contact the AAQ Contracting Officer and the abatement OFSC to arrange for resources to be deployed as soon as possible.

Prepare the purchase order for the abatement OFSC.

d) Coordinate scheduling and completion of the project with the building occupants, the abatement OFSC, and the laboratory OFSC 3rd party air monitoring technician (for projects classified as Operations and Maintenance by ODOL, the abatement OFSC is responsible for any required air monitoring).

e) Once abatement is complete and the work area(s) has been cleared by air monitoring and, if required, ODOL inspection, release the area back to the occupants or contractor.

f) Maintain records of abatement activities. Records are file by building in the

AMP-100 filing system.

5. Contractor Requirements. The PO must provide a copy of the EOSH Policy, this SOP, and the related Operational Control document to all contractors. Contractor competency is initially documented in the contractor’s proposal and maintained through training and licensing records.

a. On-site. Contractor Support is utilized to provide support for asbestos surveys, labeling, periodic inspection, and oversight on asbestos abatement projects.

Laboratory Contractor provides 3rd party air monitoring support as required.

6. Training/Qualifications. See FAA Orders 3900.19C, 1050.20B, and MMAC Asbestos Control Plan.

7. Review. The Process Owner must review this procedure at least annually.
