About this file

This amendment document pertains to a request for purchase and installation of high-density compact storage systems for the Maine State Museum. The project consists of two components: installation of an existing Systematics high-density electrical compact storage system with a new raised floor and rail system, and purchase and installation of a new variable-width industrial-style mechanical-assist compact storage system. Bidders must submit separate quotes for each component and are required to participate in a mandatory walkthrough at two Maine State Museum collections storage facilities in Hallowell and Augusta, Maine on September 26, 2013 at 10:00 a.m. Interested bidders should contact Paula Work, Museum Registrar, at 207-287-8109 or Paula.Work@Maine.gov to schedule walkthrough participation and obtain specific site addresses. The project completion deadline is March 1, 2014, with financial penalties of $100 per work day assessed for delays not caused by acts of God or circumstances beyond the supplier's control.

Scoring of proposals will be based on a 100-point scale with Cost Proposal weighted at 75 points and Organization Qualifications and Experience at 25 points. Component 1 pricing should include replacement rail and raised flooring system installation on concrete flooring, ramp access, transport of the existing disassembled Systematics unit (less than 4 miles), and installation of existing shelving on carriages. Component 2 pricing should include purchase and installation of ten mechanical-assist carriages (approximately 25 or 60 feet long options), reinforced welded-steel construction with sealed ball-bearing wheels rated for 1,000 lbs. per carriage foot, solid wood flooring, diamond plate steel ramps, and mandatory safety features including anti-tip rail systems with catch mechanisms. Bidders must provide proof of liability insurance and answer specific experience and implementation work plan questions, with failure to comply resulting in non-conforming bids. The State reserves the right to accept one or both components in the final purchase order award.

REQUEST FOR PURCHASE AND INSTALLATION OF HIGH DENSITY COMPACT STORAGE SYSTEM

NOTE: This project consists of two components: 1) installation of an existing Systematics high density electrical compact storage system, already owned by the Maine State Museum. This unit however requires a new raised floor and rail system; and 2) purchase and installation of a new variable width industrial style mechanical-assist compact storage system.

Bids must include a separate quote for each of the two components of the project; each bidder must answer both questions at the bottom of this document and include proof of Liability Insurance. Failure to comply will result in your bid being considered non-conforming. The State reserves the right to accept one or both of these components in the final purchase order award.

A. Scoring Weights and Process

Scoring Weights: The score will be based on a 100 point scale and will measure the degree to which each proposal meets the following criteria.

1) Cost Proposal - (75 points)

2) Organization Qualifications and Experience (25 points)

Participation by bidders in a walkthrough at the project location sites is required. Locations for the walkthrough are two Maine State Museum collections storage facilities in Hallowell and Augusta, Maine. The walkthrough will be held on September 26th 2013 at 10 am.

To schedule participation in the walkthrough and receive specific addresses of the walkthrough site locations, bidders should contact:

Paula Work, Museum Registrar Phone: 207-287-8109 Paula.Work@Maine.gov

Description of project

Component 1 - Installation of Existing Electrical Compact Storage System: Rail and raised flooring system.

Existing system is a 12 foot long, 24 5/8” wide high density unit by Systematics. Bids must include a replacement rail and raised flooring system to be placed on a concrete floor. Flooring must be sealed with a smooth painted surface.

a. Ramp access must be provided.

b. Exact location of this unit is to be determined. See Plan A for “concept” location within the storage facility only.

c. Price to include transport of existing Systematics unit from current storage location to new installation location (less than 4 miles). Existing system is disassembled.

d. Price to include transportation and installation of shelving on the carriages. The museum already owns this shelving.

Total Price of Component 1______

Component 2 - Purchase and Installation of New Unit: Industrial compact storage system that consists of ten mechanical-assist carriages that are approximately 25 feet long (Plan B, Option A) or approximately 60 feet long (Plan B, Option B); carriages must accommodate existing variable-depth wide-span/pallet rack style shelving (nominal 4’ wide) owned by the museum. Required total carriage capacity is 36 wide-span/pallet rack shelving units (see Plan B).

Rail system length/placement is based on the designated area measured by vendor at walkthrough. Please include a per carriage price if the museum were to purchase additional carriages for this installation.

a. Exact location of the new unit within the storage facility is to be determined. Plan B provides “concept” location within the storage facility only.

b. System must attempt to maximize the storage footprint while taking into account overhead pipes, lights, and ductwork as well as other structural elements within the space.

c. Carriage construction must be reinforced welded-steel construction with a minimum of 5” sealed ball-bearing wheels, and a minimum weight capacity of 1000 lbs. per carriage foot.

d. Mechanical-assist carriages should be equipped with three prong ergonomic handles; a locking device should be centrally located in the face panel but separate from the handle to prevent carriage movement during loading.

e. The locking device should be constructed of, at minimum, 11 gauge steel; manually operated; and plainly labeled. In addition it must be robust enough to hold the fully loaded 25,000 lb carriage in place while being loaded/unloaded.

f. Rail system must be fully grouted anti-tip rail with an integrated “catch system” to prevent the carriage from being dislodged if struck by motorized loading equipment.

g. Carriage will be equipped with existing 12 foot high wide-span/pallet rack style shelving of variable depth.

h. Solid wood flooring is required between the rails, and must be level with the top of the load rail and capable of supporting 3,000 lb motorized pallet handling equipment and 2,000 lb load.

i. Entrance ramps to the system will be 22” wide diamond plate 1/8” steel with powder coat finish.

j. Ramp must be fully grouted and anchored to support motorized loading equipment.

k. Unit must incorporate the following mandatory safety features:

1) The locking device, due to mandatory safety requirements, should be constructed of minimum 11 gauge steel, manually operated, and plainly labeled.

2) Rail system must be fully grouted anti-tip rail with an integrated “catch system” to prevent the carriage from being dislodged if struck by motorized loading equipment.

3) Solid wood flooring is required between the rails; ramps must be fully grouted and anchored to support motorized loading equipment.

l. Delivery and installation of the rail, floor, ramp, carriages and existing pallet rack will be the responsibility of the bidder and should be included in the price. Existing wide-span, pallet racking is located approximately 4 miles from installation site.

Total Price of Component 2 __________________ Per carriage price for carriages beyond the total required to accommodate 36 wide span/pallet rack shelving units ___________________________

Please answer the following questions; provide the answers and related information with your price quotes.

1) Experience: What specific experience do you have in working with museums or similar institutions in the planning and installation of compacting storage systems in collections storage areas? Please provide three references for your work, preferably from other museums or collections-based organizations.

2) Implementation Work Plan: Once this project begins, it will be critical that it proceeds to completion in an organized way according to a set schedule. Provide a realistic work plan for the implementation of the project through to its completion.

Please note: Unless a schedule change is approved in writing by the Maine State Museum, failure to complete the job by March 1, 2014 will result in a fine of $100.00 per work day . If the delay is caused by an "Act of God" such as flood, blizzard, hurricane, or a strike which is not directly under the supplier's control, then the penalty will not apply.
