About this file

This document is a solicitation amendment from the North Dakota Department of Transportation for an Over-Height Vehicle Detection System. The amendment provides responses to questions submitted by potential bidders and extends the proposal due date. The scope of the RFP includes an over-height vehicle detection system using lidar technology to detect and warn drivers of low bridges, as well as a 3D vehicle measurement system to detect over-width, over-height, and over-length vehicles and alert drivers to enter the weigh station. The system will integrate with the state's permit system. The original intended source for the non-competitive purchase was HyPoint Solutions, but this RFP allows for competitive bids. The new proposal response due date is October 28, 2024 at 2:00 PM CT.

The original purchase description indicates the system cost is $425,000, which includes software, support, and first-year maintenance. Optional annual renewal prices are $25,000 for the 3D vehicle measurement system and $35,000 for the double vehicle height warning system. The North Dakota Department of Transportation justifies the sole-source procurement due to the specialized lidar-based technology that eliminates false detections experienced with prior infrared detector systems.

SOLICITATION AMENDMENT 2

October 15, 2024

Solicitation Number: 680-77-24-050-02 Title: Over-Height Vehicle Detection System Deadline for Receipt of Proposals: 10/28/2024; 2:00 PM Central Solicitation Issued: 09/27/2024

RFP Section 1.4 established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:

Question 1: Can we assume, based on information from the Notice of Intent to Make a Non- Competitive Purchase (NOI), that the responsibility for design, planning, and construction, along with the associated costs for these items, would be with SRF Consulting Group and are unnecessary for the bidder to include in the project scope and cost proposal?

Response 1: SRF is responsible for planning and designing the system. Construction will be done by a contractor chosen by the bid process.

Question 2: Is the scope of this RFP the same as the solicitation for the Notice of Intent to Make a Non-Competitive Purchase (NOI).

Response 2: The NOI may not have been clear that the parts of the system would be installed by the design project such as the poles, DMS, sign bridge and electrical. With the current RFP, we are asking for the sensors and system software that would run the system. The other infrastructure components are being supplied by the design project.

Question 3: Is it possible to receive the prior advertised notice?

Response 3: The NOI that was previously issued is attached for reference and respondents are requested to respond to what is provided in the RFP document and amendments associated with the RFP.

THE PROPOSAL DUE DATE SCHEDULED FOR OCTOBER 21, 2024, AT 2:00 P.M. HAS

BEEN RESCHEDULED.

THE NEW PROPOSAL RESPONSE DUE DATE AND TIME ARE AS FOLLOWS:

OCTOBER 28, 2024, AT 2:00 P.M. CT

NOTICE OF INTENT TO MAKE A

NONCOMPETITIVE PURCHASE

April 10, 2024

The State of North Dakota intends to make a purchase for which we believe there is no competition. The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate.

Vendors are permitted to submit bids or proposals for equivalent commodities or services in response to this notice. A party interested in providing these commodities or services is instructed to submit a written response to the Procurement Officer by the response deadline.

PURCHASING AGENCY: North Dakota Department of Transportation

PURCHASE DESCRIPTION:

The State intends to make a noncompetitive purchase.

The NDDOT will be installing two lidar based over-height systems to detect and warn drivers of a low bridge near the 16th St crossing on US 2 in Minot. The two over-height detectors will communicate with a DMS to notify drivers when over height to exit US 2 prior to the 16th St bridge.

A lidar based 3D vehicle measurement system will be installed on I-29 NB near RP 23. This system will alert drivers if they are over width, height, or length. The measurement devices must be positioned over each lane of travel. This system will communicate with a DMS to notify drivers to pull into the weigh station ahead for further inspection if needed. This system will also integrate with our permit system to quickly verify the driver has the correct permit or is in compliance with that permit.

These systems will be installed during the 2025 construction season. The systems will be installed as a part of project FTP-AID-9-999(354) which will include the installation of a mounting structure, poles and DMS to complete the system.

INTENDED SOURCE:

HyPoint Solutions 1041 N Dupont Hwy, #1016 Dover, DE 19901

PRICE:

System Cost: $425,000 (Software, Support and System Maintenance included in price for first year)

• Project initiation and investigation o Onsite pre-deployment meetings o Review installations locations o Final technical review o Final review of DMS specifications o Finalize installation schedule o Includes all travel and expenses

• Vehicle Height Warning System and Deployment o Measures vehicle height in real time at posted speeds o Camera takes a picture of over height vehicle and license plate is sent to DMS to warn driver o All occurrences are recorded, logged and accessible through a web-based portal o 2 systems to be deployed on both lanes of travel

• 3D Vehicle Measurement System Configuration and Deployment o Measure vehicle height, width, and length in real time at posted speeds o Take a picture of the vehicle and license plate o A picture of the over-dimensional vehicle and license plate is sent to a DMS to instruct driver to enter the next weigh station ramp for permit compliance verification.

Optional Yearly Renewal Price:

• Annual renewal for software, support and system maintenance for 3D vehicle measurement system: $25,000

• Annual renewal for software, support and system maintenance for double vehicle height warning covering both travel ways: $35,000

JUSTIFICATION:

The Department has utilized dual beam infrared detectors in the past. These devices provided many false detections due to cold weather, birds, and load types. These false detections reduce the effectiveness of these systems when alerting drivers that they are over height.

Lidar based detection eliminates or greatly reduces these false positives due to the parameters mentioned above. From our research, HyPoint Solutions is the only vendor that has a lidar solution that can provide us a full 3D model of a vehicle at highway speeds. In addition to the vehicle details the system can verify permit compliance with current state systems.
