About this file
This document is an amendment to a Request for Proposals (RFP) issued by the North Dakota Department of Transportation (NDDOT) for an Over-Height Vehicle Detection System. The RFP seeks proposals for the design, supply, and installation of an over-height vehicle detection system on I-29 and US 2 near Minot and Mooreton, North Dakota. The system is required to provide vehicle measurements and alerts at speeds up to 75 mph. The RFP includes details on power, communications, and mounting infrastructure available, as well as clarification on speed limits, system performance requirements, and integration with the state's permit system. The project is part of the 2025 construction season, with the system required to be installed by October 2025.
The RFP amendment addresses 39 questions from potential bidders, covering topics such as licensing, sales tax, warranty requirements, installation responsibilities, and integration with the state's permit and messaging systems. The state indicates it is open to considering future speed limit increases in the system design. The contract will be awarded through a competitive bidding process, with no specific incumbent identified. The state is tax-exempt, and the project will be funded through state resources.

RFP Section 1.4 established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:
Question 1: What power infrastructure is available?
Response 1: Power will be available at the sign bridge and DMS. Power requirements will be included in plan set.
Question 2: What communications infrastructure is available?
Response 2: Cellular communication will have to be provided.
Question 3: Will these systems be mounted to existing poles?
Response 3: A sign bridge will be provided for the 3D system and poles will be provided at the over height system on US 2.
Question 4: The RFP says that systems are to provide measurements “at posted speeds”. Does this mean that the system does not have to report measurements on vehicles that are traveling faster than the posted speed limit?
Response 4: It is desired to provide measurements at speeds that exceed the posted speed as many drivers exceed the posted speed limit. The speed on I-29 is 75 and the speed on US 2 is 50.
Question 5: If the maximum speed rating for the system is a function of “posted speeds”, how do future increases in posted speeds impact the system requirements?
Response 5: Future speed limit increases should be considered in design.
Question 6: What is the maximum horizontal extent of the system toward the road? (Can the system extend over any of the roadway? If so, how far?
Response 6: A sign bridge that spans the entire roadway is being provided for the 3D system.
Poles will be provided for the over height system on US 2.
Question 7: Is there a limit on the height of the system?
Response 7: The 3D system must provide a minimum clearance of 20’6” on the mainline.
There is no height limit on the over height detection. But the system must be installed at a height which it can accurately measure vehicles.
Question 8: Is there any information available regarding the interface with NDDOT’s permit system?
Response 8: The state currently has ProMiles permit system.
Question 9: Is this procurement subject to registration with the North Dakota Secretary of State for foreign companies (out of state)? If so, can we complete this once the intent to award is issued or should this be done now?
Response 9: Yes. Completion of Secretary of State registration can be completed after award, before contract signing.
Question 10: What licenses are required for this project?
Response 10: NDDOT is unaware of any licensing requirements.
Question 11: What is the sales and use tax rate for this contract?
Response 11: The State is tax exempt, reference RFP section 1.14.
Question 12: What is defined as the “2025 Construction Season”? When will delivery of the system be? What is the anticipated project schedule?
Response 12: Our construction season typically starts in May and ends in November. We anticipate the project starting in May 2025.
Question 13: Who is responsible for installation?
Response 13: The construction and installation of all project components will be done by a contractor. The project will be bid in January. The sensor vendor will be responsible for commissioning the sensors and ensuring proper operation.
Question 14: To confirm, there is a two year warranty period?
Response 14: 2 year minimum.
Question 15: There appear to be on-ramps to US 2 immediately before the 16th St bridge (in both directions). Is the over-height detection system intended to monitor and report on all traffic approaching the bridge from US 2, including traffic on these on-ramps?
Response 15: No, the 2 ramps immediately before 16th don’t need to be monitored.
Question 16: Please verify the speed limit for this location. (It's our understanding that the speed limit for this section of US-2 is 50 mph.
Response 16: Yes. The speed limit 50 MPH.
Question 17: Please verify that the system will be installed on the interstate, rather than within the weigh station area between the I-29 NB and SB lanes?
Response 17: The system will be installed on the NB lanes of I-29 on the mainline.
Question 18: Please verify the speed limit for this location. It’s our understanding that the speed limit on this section of the interstate is 75 MPH.
Response 18: Yes. The speed limit is 75 MPH.
Question 19: The speed limit at the entrance to the weigh station is 25 mph.
Response 19: The system will not be installed here.
Question 20: The speed limit in the weigh station is 15 mph?
Response 20: The system will not be installed here.
Question 21: Should reported vehicle dimensions include materials attached / carried by the vehicle and overhanging or extending above the body of the vehicle?
Response 21: The dimensions provided by the system should be the overall dimensions which would include all materials overhanging and extending beyond body of vehicle.
Question 22: Assuming the primary purpose of the over-height detection system at Minot is to protect the 16th Street Bridge would the state want systems in both directions of travel?
Response 22: Yes, systems will be installed in both directions.
Question 23: In which specific locations would the state like to install these systems?
Response 23: US 2 RP 144.676 EB and US 2 RP 146.07 WB
Question 24: What is the available right-of-way on both sides of Highway 2?
Response 24: R/W varies through this area but in most areas there is 150'. This will have to be confirmed by the contractor.
Question 25: Regarding the “2025 Construction season”, what is the latest date the systems can be installed:
Response 25: The system will have to be installed before October 2025.
Question 26: Is the bidder responsible to provide and install the digital message sign?
Response 26: No. the DMS will be a part of the construction project. This RFP is for the sensors and detection software system.
Question 27: Who is responsible for creating and managing the messages?
Response 27: The software system provided by the sensor vendor will be responsible for creating the messaging.
Question 28: Where will the VMS be located relative to the lidar sensors?
Response 28: The DMS for the WB roadway will be about a 1000' downstream and the EB will be about 1,500' downstream of the sensor.
Question 29: Is there a particular VMS/DMS sign vendor for this project?
Response 29: No, This will be bid with the construction project based on our Special Provision (SP). We typically get Daktronics or Skyline.
Question 30: Is the bidder required to display a 3D point cloud image of each vehicle?
Response 30: For the Minot System, no. For the Mooreton 3D system, yes.
Question 31: Where would the computer/monitor and other equipment be housed for the Minot location?
Response 31: This equipment will be in a roadside ITS 334 cabinet or similar cabinet. All equipment will need to be environmentally hardened. The system should be accessible from any desktop to monitor.
Question 32: Is the state open to a site visit?
Response 32: No. Not at this time.
Question 33: Would the state be open to moving the suggested location of the over height installation at Mooreton from mile marker 25 to mile marker 24 to utilize the current infrastructure? The proposed installation location appears to be inefficient for vehicles to exit to the weight station in sufficient time.
Response 33: The current proposed location of the sensors is at RP 23. The proposed DMS is approximately 23.5 which should provide plenty of time for the vehicle to exit to the weigh station.
Question 34: Is there a required flash type/illuminator for the license plate reader camera?
Response 34: No.
Question 35: How will the bidder’s proposed solution integrate with the State’s Azure Active Directory and/or Active Directory for user authentication? Please describe your approach, including any specific technologies or standards that will be used.
Response 35: NDIT requires single sign on. The vendor will be required to complete a 3rd party security questionnaire/assessment through NDIT. The TPSQ is a series of questions, filled out by the Offeror and any related personnel. The state will accept certifications from FedRAMP, HITRUST, StateRAMP in lieu of completing the TPSQ.
Question 36: What is the expectation for the NDDOT Permit system interface? Does the system need to derive dimensioning information from the permit(s) returned and compare it with the vehicle dimensions read by the LIDAR dimensioning system? If so, what is the expectation when the vehicle is “oversized” relative to the dimensions indicated in the permit?
Response 36: The system should provide an alert if the vehicle is not within permitted dimensions.
Question 37: Will the presence of permits and/or the details of the permit need to be factored in when deciding whether to signal the vehicle via the DMS messaging system?
Response 37: Yes, the system should allow properly permitted loads to pass without pulling into scale. HP could still require them to pull in if scale is open.
Question 38: Will the presence of permits and/or the details of the permit need to be factored in when deciding WHICH message to display on the DMS messaging system?
Response 38: Details of the permit would determine if the vehicle needs to exit at the scale.
Question 39: Would the state like permit detail information to be available via the user interface? If so, what data elements should be displayed?
Response 39: The permit number should be displayed in the user interface. Further details such as permitted dimensions would be nice but not required.
