About this file
This document is an Amendment with Questions and Answers related to IFB 21-416CMS-BOPM4-B-23768 for UPS Battery Maintenance at multiple locations. The IFB requests preventative maintenance and battery inspections on a quarterly, semi-annual, and annual basis, as well as on-call repair services 24/7 with a 4-hour response time. The contract covers 6 locations, with 4-5 scheduled maintenance visits per year depending on the location. Only the unit at Location 1 is under warranty and must be serviced by a Liebert authorized technician.
The contract will cover parts, labor, and travel for the scheduled maintenance, with any additional battery replacements or major repairs billable on a time and material basis. There are no diversity subcontracting goals associated with this IFB. Vendors must bid on all 6 locations to be considered responsive.

Amendment 1 Questions and Answers
21-416CMS-BOPM4-B-23768
UPS Battery Maintenance Multi Locations
| Question 1: | Do you have a list of serial numbers for the equipment that is to be serviced under this request? I know make/models were listed in the IFB, we’re looking specifically for serial number information. |
| Answer 1: | The IFB document contains the only serial number(s) we currently have available. The make and model of each unit should be all you need to bid on the solicitation. |
| Question 2: | Is this a comprehensive contract or all repairs billable? |
| Answer 2: | Routine repairs that would be part of the Preventative Maintenance and Battery Inspection services should be covered in the price per each. Repairs outside of the routine repairs would be billable under the time and material line items. |
| Question 3: | Can PM’s be done off hours? |
| Answer 3: | The actual hours for the routine PM’s and Battery Inspections may vary by location and will be determined by the Facility Manager or designee at each location. It is possible they may be allowed to be done on off hours; however, they may be required to be done during normal business hours. |
| Question 4: | What about batteries? |
| Answer 4: | Battery Inspections are to be done according to the Services outlined in Sections 1.2.5. and 1.2.6. If repairs are required, they would be billable under the time and material line items. |
| Question 5: | What is the expectation for units that are deemed out of serviceable coverage by manufacture? |
| Answer 5: | All units are currently serviceable; however, only the unit at Location 1 is currently still under warranty and services must be performed by a factory authorized OEM technician. All inspections and maintenance will follow the manufacturer specifications and the Institute of Electrical and Electronical Engineers (IEEE) standards. |
| Question 6: | So basically PM only with 7x24 emergency service 4hr response? |
| Answer 6: | The contract is for PM and Battery Inspection on quarterly, semi-annual or annual basis as outlined in Section 1.2. and for needed repairs outside of the regular PM and Battery Inspections. Vendor is required to have an on-site repair Engineer who will be available 24 hours a day, 7 days a week and respond to emergencies within 4 hours after a service call has been initiated. This includes weekends and holidays. |
| Question 7: | Will we be able to de-energize the units or place them into bypass? |
| Answer 7: | This is dependent on the specific nature of the site operations and will need to be confirmed with the individual facility manager or designee. Preventive maintenance tasks should be completed under normal operating conditions. Where redundancies are in place, the unit can be placed into bypass. |
| Question 8: | Would it be acceptable to note excluded units that would be deemed ‘out of serviceable’ by OEM in our bid response? |
| Answer 8; | Vendors must bid on all locations to be deemed responsive. |
| Question 9: | You’re requiring OEM auth’d techs, and some of the units you have listed are deemed to old to be serviced. |
| Answer 9: | Only the Location 1 unit is still under warranty and must be performed by a factory authorized OEM technician. |
| Question 10: | So if you come across a machine with multiple batteries that need to be replaced would that also be another solicitation or are we suppose to include that in our orginal bid....because batteries can be very costly and would significantly change the price in our bid. |
| Answer 10: | Parts, internal batteries (if applicable), labor, and travel are all covered under the maintenance contract fee for the scheduled PM and Battery Maintenance Services. If units associated batteries need to be replaced, they would be billed on the time and material line items. |
| Question 11: | If we have to replace a battery, are there loading docs at each location that would accept the shipment and have them taken to the unit location or is the Vendor responsible for all that and the associated costs? |
| Answer 11: | Most of the buildings have delivery docks; however, the Vendor would be responsible for the cost of transportation and delivery of all parts and component parts as well as getting them to the unit. |
Question 12: I have a couple questions regarding RFQ # 21-416CMS-BOPM4-B-23768, specifically the Location 1 UPS.
1. Are you requiring a Liebert authorized technician to perform maintenance? Or just a technician that has experience with this type of unit?
Answer 12.1: A Liebert authorized technician is needed to comply with warranty specifications.
2. How old is the UPS at location 1?
| Answer 12.2: | Less than 3 months. |
| Question 13: | Also wanted to confirm the number of PM visits per location: |
1. Location 1 – 5 total preventative maintenance visits per year Answer 13.1: No, there are only 4 preventative maintenance visits per year. During one of the quarterly PM’s you will also perform the annual service.
2. Location 2-4 – 3 total preventative maintenance visits a year
| Answer 13.2: | Locations 2, 3, 4, 5, 6 will all have 2 preventative maintenance visits per year. During one of the semi-annual PM’s you will also perform the annual service. |
| Question 14: | When it says quarterly and annual, does that mean its 4 visits to that location per year...( quarterly which is 3 times per year, plus annual which is 1 visit) or does that mean you want 5 visits...Also when it says semi annual (2 visits) plus Annual ( 1 visit per year) is that mean a total of 3 visits per year or is that still just 2 visits per year. |
| Answer 14: | See Answers 13.1 and 13.2. |
| Question 15: | We also had a question in regards to in the bid, it talks about "If this solicitation is for non construction supplies or services and contains a goal, then failure to submit a utilization plan shall render the offer non responsive" - I believe you said this did not pertain to this particular bid, however we were wandering for future bids if you could please clarify what exactly a "Utilization Plan and Utilization Goal" pertains to... |
| Answer 15: | There is no BEP or VSBP goal associated with this solicitation; therefore, no Utilization Plan is required to be submitted with your bid. You may visit the Diversity Compliance website for further information about BEP/VSBP goals and the associated Utilization Plan at: https://cms.diversitycompliance.com/ |
