About this file

This Amendment One to Invitation to Bid 2526H157 is issued by the State of Alaska Department of Transportation and Public Facilities for the Denali District Aggregate Stockpiling project. The amendment, issued April 3, 2026, provides clarifications to two bidder questions and updates the project schedule. The project requires the production, processing, and delivery of 10,000 cubic yards of Crushed Aggregate D-1 (modified) to two locations: 5,000 cubic yards at Denali Highway mile 79 and 5,000 cubic yards at Denali Highway mile 118. The amendment clarifies that contractors may produce and stockpile aggregate at material sites and that the listed locations represent final stockpile sites only, not material sources. The amended bid schedule reflects extended delivery timelines to accommodate load limit restrictions. Bids remain due April 20, 2026, at 10:00 AM Alaska Time, with an anticipated award date of May 4, 2026, and project completion by July 31, 2026. This is a mandatory return amendment, and bidders must submit the signed amendment with their bids to avoid rejection as non-responsive.

The contract is structured as a Firm Fixed Price agreement with liquidated damages of $1,500 per calendar day assessed for failure to complete work by the final deadline. Bidders must hold a valid Alaska business license and submit a $5,000 bid guarantee; upon award, contractors exceeding $200,000 in contract value must provide either a performance bond or individual surety deposit equal to the total contract value. Payment will be made within 30 days of receipt of proper invoicing and accepted deliverables, with a 5% discount available for invoices paid within 15 business days. The project is federally funded through the Federal Highway Administration and subject to Buy America Act provisions, Davis-Bacon wage requirements, and federal compliance standards. Contractors are responsible for all costs related to material sourcing, permits, royalty payments, haul routes, and site restoration, and must meet with the Engineer at least 14 days before mobilization to discuss progress schedules and operational plans.

The purpose of this Amendment #1 is to:

• Provide answers to questions received and attach an updated bid schedule.

Questions and answers

Question #1:

The bid schedule indicates: *This is a stockpile site only. Material shall be mined and processed elsewhere and hauled to this location. The contractor may propose an alternate delivery location within 10 road miles of this site. An alternate location may be rejected or accepted at the Engineer’s sole discretion.

There are also maps of the material sites indicating work areas. Will the contractor be permitted to produce and stockpile aggregate from the material sites at MP 79 and MP118? The statement on the bid schedule appears to indicate otherwise.

Answer #1:

Remove “This is a stockpile site only. Material shall be mined and processed elsewhere and hauled to this location” in its entirety from Section 2.2, Specifications and Special Provisions, Scope of Work, Table 104-1 and replace with “The intent is to provide for the production, transport and/or stockpiling of processed aggregate, as described. The sites listed are the locations of the final stockpile only; this does not indicate the source or the quality of the material.”
