About this file

This document is Amendment No. 2 to Invitation to Bid (ITB) 2026-1000-0268 issued by the State of Alaska, Department of Natural Resources, Division of Forestry & Fire Protection. The amendment extends the bid deadline to April 13, 2026, at 2:00 PM Alaska Standard Time and provides clarifications to five vendor questions regarding product specifications and delivery requirements. The solicitation procures three types of hazardous materials storage units for flammable Class III liquids: one walk-in storage unit with minimum interior dimensions of 12 feet by 12 feet featuring integrated spill containment, one Intermediate Bulk Container (IBC) tote storage building for eight totes in double-tiered configuration, and two palletized storage units each capable of storing 24 pallets or 96 drums in double-tiered storage bays. All units must comply with applicable federal, state, and local codes, include lightning grounding provisions, and be positioned a minimum of 30 feet from buildings. The anticipated contract start date is April 15, 2026, with a term of approximately one year or until completion, subject to month-to-month extension provisions thereafter.

Key clarifications provided in Amendment No. 2 address fire ratings (not required), door specifications (hinged doors acceptable for Line Item 1; roll-up or sliding doors required for Line Items 2 and 3), professional engineer stamp sufficiency for state approval, equipment condition requirements (new equipment only; remanufactured or reconditioned equipment not acceptable), and delivery location (FOB 210 Alta Way, Fairbanks, Alaska 99709). The estimated budget range is $450,000 to $650,000, with bids exceeding $650,000 considered non-responsive. Shipping and delivery costs are included in the bid price, with payment due within 30 days of delivery or invoice receipt. All items must be new equipment; Section 2.16 regarding remanufactured or reconditioned equipment does not apply. Bidders must hold a valid Alaska business license prior to award and sign and return the amendment page with their bid submission. An Alaska Bidder Preference of 5% applies to qualifying vendors. The procurement officer is Madelyn F. Lowe, reachable at (907) 761-6351 or madelyn.lowe@alaska.gov.

Questions submitted by potential offerors and answers from the state:

Question 1: Will any of these buildings need to be fire rated? If so, which fire rating is needed? 2 hour fire rating or 4 hour fire rating?

Answer: No, a fire rating is not required.

Question 2: Will swing doors with hold open devices be accepted instead of roll up doors or sliding doors?

Answer: Line item 1, Walk-In Storage Unit, may have a hinged door. Line item 2 and 3 must have roll-up or sliding doors.

Question 3: Is State approval required for each of these buildings or will a PE Stamp work?

Answer: A PE stamp is sufficient. Coordination with AHJ is the responsibility of the state.

Question 4: Sections 2.15 (New Equipment) and 2.16 (Remanufactured/Reconditioned Equipment) appear to conflict. Section 2.15 states that the State will not accept remanufactured or reconditioned equipment, while Section 2.16 indicates that remanufactured/reconditioned equipment may be acceptable if certain requirements are met. Can the State clarify whether remanufactured or reconditioned equipment will be accepted under this ITB?

Answer: Remanufactured or reconditioned equipment will not be accepted under this ITB. Equipment provided must be new in accordance with SEC. 2.15. SEC. 2.16 does not apply to this solicitation.
