About this file
This is an Invitation to Bid (ITB) document issued by the State of Alaska, Department of Natural Resources, Division of Forestry & Fire Protection (DFFP), for the procurement of hazardous materials storage units designed for outdoor installation and safe storage of flammable Class III liquids. The solicitation requires three distinct deliverables: one walk-in storage unit with interior dimensions of at least 12 feet by 12 feet featuring integrated spill containment; one Intermediate Bulk Container (IBC) tote storage building with capacity for eight totes in double-tiered configuration; and two palletized storage units each capable of storing 24 pallets or 96 drums in double-tiered storage bays. All units must comply with applicable federal, state, and local codes governing flammable liquid storage, include lightning grounding provisions, and be positioned a minimum of 30 feet from buildings. The deadline for written questions is 2:00 PM Alaska Standard Time on March 30, 2026. Bids must be received no later than 2:00 PM Alaska Time on April 6, 2026 (extended by Amendment No. 1), at which time they will be publicly opened. The anticipated contract start date is April 15, 2026, with a term of approximately one year or until completion, subject to month-to-month extension provisions thereafter. Bidders must provide complete product documentation including technical specifications, shop drawings, anchoring information, and delivery/installation procedures, with the state reserving the right to request supplemental information and conduct site inspections post-opening to verify compliance.
This is a firm fixed-price contract with an estimated budget range of $450,000 to $650,000, with bids exceeding $650,000 considered non-responsive. All items shall be delivered FOB Fairbanks, Alaska, with shipping and delivery costs included in the bid price, and payment is due within 30 days of delivery or invoice receipt, whichever is later. New equipment is required; however, remanufactured or reconditioned equipment may be acceptable if certified by the manufacturer with equivalent warranties. Bidders must hold a valid Alaska business license prior to award. An Alaska Bidder Preference of 5% applies to qualifying vendors meeting established residency and business operation requirements. No set-aside designations for disadvantaged enterprises are identified in this solicitation, and no incumbent vendors or current contractors are listed. The procurement officer is Madelyn F. Lowe, reachable at (907) 761-6357 or madelyn.lowe@alaska.gov.
