About this file

This is an Amendment No. 001 to Solicitation 27/PRO-0011-S issued by Morgan State University, a historically Black public research institution in Baltimore, Maryland. The amendment extends the solicitation closing date and time for a Perceived Risk Hierarchy Theory (PRHT) Digital Platform project from September 10, 2026 at 2:00 PM to September 24, 2026 at 2:00 PM. This extension provides Morgan State University additional time to complete its review and respond to questions received during the solicitation question period. The University will issue responses to all timely submitted questions through a subsequent amendment and reserves the right to further extend the closing date if necessary. Offerors are responsible for reviewing all amendments issued in connection with this solicitation prior to submission. The solicitation seeks a qualified contractor to design, develop, implement, deploy, and support a cloud-based PRHT Digital Platform.

All other terms and conditions of the original solicitation remain unchanged and in full force and effect. Offerors must acknowledge receipt of this amendment by completing the amendment documentation and returning it, by acknowledging receipt on each copy of their offer submitted, or by separate letter or email referencing the solicitation and amendment numbers. Failure to acknowledge receipt prior to the extended closing date may result in rejection of the offer. The amendment was issued by Morgan State University's Finance and Administration office, with Dr. Lorece Edwards, Professor of Public Health, serving as the technical representative.
