About this file
This is Addendum Number 4 to Invitation to Bid Number 510019 issued by the Wisconsin Department of Transportation (WisDOT) Central Purchasing division for digitizing microforms and indexing services. The addendum, dated June 5, 2017, addresses a proposer-submitted question regarding the handling of non-typical data encountered during the digitization process. Specifically, the question concerns the proper treatment of standalone documents that appear between clearly marked parcel-numbered images on microfilm reels. The revised bid submission deadline is June 9, 2017, at 2:00 PM Central Time. Proposers are required to sign the amendment and return it with their proposals.
The addendum clarifies that proposers must neither assume ungrouped documents belong with adjacent parcels nor use generic placeholder identifiers such as "NA" for missing parcel numbers. Instead, proposers must describe the online environment they propose to utilize for resolving such non-typical data issues on a case-by-case basis, as referenced in section 1.1.3.2(C) of the original RFP. This amendment was necessary to correct the due date on VendorNet and to include a question-and-answer response that was inadvertently omitted from Amendments 2 and 3.

Amendment 4 – Q&A RFP 510019 Digitizing Microform
Question Answer Our team has a question regarding the test film reel sent to us. How would WisDOT like us to handle the scenario below:
We have a string of three images. Each image clearly is a separate document.
Image 1 – Parcel 29 (Cleary Noted) Image 2 – No Parcel Number Detected Image 3 – Parcel 30 (Clearly Noted)
Image 2, in this situation, does not appear to be a 2nd page to Image 1, it appears to be a standalone document. Are we to:
a. Make an assumption that it belongs with Parcel 29
b. Use “NA” instead of a parcel #
Neither. (a) and (b) are both unacceptable. See non-typical data referred to in 1.1.3.2(C).
Describe the online environment you propose to utilize to resolve these issues on a case-by-case basis.
