About this file

This document is Amendment 3 for a Request for Proposal (RFP) issued by the Kansas Office of Procurement and Contracts for the Osawatomie State Hospital, specifically for a Diesel Fuel Control System and Pump Replacement project. The bid closing date has been extended to March 24, 2025, at 2:00 PM, with procurement being managed by Ashley Evans. The amendment addresses multiple technical questions from potential bidders regarding system integration, sensor compatibility, control cabinet replacement, and operational sequences for the fuel system.

The amendment clarifies key technical specifications, including confirmation of generator set sizes (550 KW and 750 KW), leak detection approach, and system scope. The project involves replacing the existing diesel fuel control system, with specific requirements around integrating with existing infrastructure, reusing some existing components, and implementing new sensors and controls. The document indicates that the Building Automation System (BAS/BMS) will not be fully replaced, but rather the fuel system's operational controls will be addressed. Bidders are required to submit a signed copy of the amendment with their proposal, and are encouraged to regularly monitor the procurement website for potential updates or changes.

Conditions: Questions and Answers – Bid Closing Extended The bid close date has been extended to March 24, 2025 at 2:00PM

1. “Outdoor tank level to be calculated existing tank level sensor” – please provide information about the existing tank level sensor so we might be able to determine how to interface – is this the Veeder-Root or other sensor?

It is not the Veeder-Root Sensor

1. What tank is the Veeder Root TLS system integrated with?

Only the underground storage tank

1. “Integrate to existing indoor tank sensor” – we may not be able to interface to this existing sensor, so we will provide new sensors for the existing day tank. Will this be acceptable?

Yes

1. “Reuse existing outdoor controls cabinet” – our systems are built within a cabinet enclosure; is it acceptable to replace cabinet in its entirety?

Yes

1. The pump lead/lag operation sequence will be spelled out in detail during our submittal (after PO / engineering of system completed). Will this be acceptable?

Yes

1. “Submit control diagrams and drawings to owner with bid documents” – due to system complexity, engineering and submittals will be completed after a purchase order is completed. Will that be acceptable?

Probably Not

1. There are many references to a BAS/BMS or Building Automation System (Building Management System) on the “Sequence of Operations” portion of the RFP. A BAS/BMS is not a fuel oil control system, and is integrated with many other systems and parts of equipment; as such this is a wholly different system than we are able to provide. Is it the intent of this RFP to acquire and provide a new BAS/BMS?

No

1. If existing BAS/BMS to be integrated with, who is the system manufacturer and current contractor for maintenance/alterations of the existing system?

The BAS/BMS referred to in this request is not to be integrated with the existing BAS. It refers only to the operating system needed for operation of the diesel fuel system.

1. For leak detection, pump systems we recommend alarm only, and sending signal to BMS/BAS for this, as if the alarm is faulty during a critical outage event, you don’t want to inadvertently interrupt the system operation. Would this be acceptable?

Yes

1. Please confirm that no piping runs, tanks, or other systems beyond the duplex pump set, electronically controlled valves, fuel filtration cabinet and controls for these distinct systems are to be provided under this RFP.

This is correct

1. Please verify the KW size of the two generator sets.

550 KW & 750 KW
