About this file

This document is Amendment 3 to an Invitation for Bid (IFB) issued by the State of Maryland Department of General Services Office of State Procurement for the Replacement of Existing Terrestrial Microwave System Radios. The IFB seeks a one-time contract for the supply of replacement microwave radios. It includes detailed equipment specifications, such as minimum RF transmitter power output, automatic transmitter power control, and external channel filters. The IFB has a bid close date of June 11 and the contract award will be made as soon as possible, with delivery required within 60 days of the notice of award.

The IFB provides responses to various bidder questions, including the acceptability of equivalent part numbers, the need for T1 baseband line interface switching, and clarification on the required transmitter power output. It also specifies that the successful supplier must provide all necessary equipment, materials, and supplies for installation, including cables and power supplies, while MPT will provide the servers. Bidders are instructed to include any items that have superseded those listed in the IFB attachments.

SYSTEM RADIOS

ATTENTION ALL BIDDERS:

1. The following question(s) have been raised in regard to the above referenced IFB:

Q1. Our system is different but compatible and are integrated assemblies which we use the

PhoeniX G2 modules. We were the first to bring the PhoeniX 1 Series into the US market. We would like to submit our equivalent part numbers and system structures for this bid, can we modify the grid by adding column K, L and M as needed with information to indicate compatibility?

A1. Per Section C – Specifications, Paragraph 3) Equipment Specifications, line a) i) yes, the “MPT approved equivalent” may be proposed and additional columns may be added as needed.

Q2. We are requesting our IPLink 3.0 to MPT to be approved as equivalent as the PhoeniX G2 series?

A2. Approval for equivalency will not occur prior to bid submission. If requested by MPT, bidder must provide sufficient equipment technical information to prove compatibility.

Q3. Application 1+1 hot standby is specified, T1 equipment listed, EMM module 16xE1T1, H1U/-

48V/RJ45/SAF, but T1 baseband switching is not listed.

Is T1 baseband line interface switching needed?

A3. No, T1 baseband line (EMM Module 16xE1T1 input) interface switching is not needed.

Q4. SAF Tehnika, C06U43AAR3M IBU 6L GHz 1+1 HSB w. Power div., 4x SMA, This device for

6L,6U,11G versions, indicated power divider for RX signal, is contrary to the bid specification:

“xiv) External channel filters (30MHz) and branching network to connect to existing waveguide

(WG-63 or WG-90) to antenna. Branching network Tx input and Rx output ports are controlled coax switched (no loss)”

Can the specification be amended to indicate RX splitter?

A4. This section has been updated in the IFB to read as “Branching network Tx input ports are controlled coax switched (no loss,) Rx output ports are passive splitter.”

Q5. “xi) Minimum RF transmitter power output of +2 dBm at 16 QAM code rate with automatic transmitter power control (TPC)” Correction for power output of + 32dBm, 6G bands at 16QAM is intended?

A5. This section has been updated in the IFB to read as “Minimum RF transmitter power output of + 32 dBm at 16 QAM code rate. The Hagerstown SHA/WWPB 11 GHz path is limited to +28 dBm power output at 16 QAM.”

Q6. Would a SFP at 2.5Gbps module be acceptable as most connections are integrated internally?

SAF Tehnika 10ASMK02 2 x SFP+ 10Gbps and Optical cable .5m kit

A6. Per the specifications only 10Gbps SFP modules shall be accepted.

Q7. This PN is just a license; Will MPT be providing the server?

SAF Tehnika CFWNMT02 SAF NMS Lite License - v4, support up to 10 terminals

A7. Correct, MPT will provide servers.

Q8. It is understood that the bid close date is June 11. What is the formal bid award date?

A8. Award will be made as soon as possible.

Q9. After the formal bid award, what is the required delivery date?

A9. Delivery shall be made within sixty (60) days upon of notice of award.

Q10. Page 17, Section C, 3) EQUIPMENT SPECIFICATIONS xi) Minimum RF transmitter power output of +2 dBm at 16 QAM code rate with automatic transmitter power control (TPC)

QUESTION: IS THIS (+2 dBm) THE CORRECT NUMBER? SEEMS LIKE THIS SHOULD BE

PERHAPS +32 dBm. PLEASE CONFIRM.

A10. Please refer to Question 5 above.

Q11. Page 16, Section C, 1 GENERAL REQUIREMENTS:

The successful supplier of the CM-6 and CM-11 Microwave Network Radios specified herein shall provide all equipment, materials, supplies and additional requirements for MPT staff to remove existing radios and install the operating replacement radios. QUESTION: DOES THIS
