About this file
This is Amendment 2 to a Request for Quote (RFQ 1422) issued by the Idaho Department of Juvenile Corrections for an electric low-speed vehicle (LSV) to be delivered to Juvenile Correction Center-Saint Anthony. The RFQ seeks one fully assembled 48-volt AC powertrain vehicle with a minimum 6.5 kW continuous power motor, factory-installed 48-volt AGM battery pack, onboard charger compatible with standard 120-volt household outlets, continuously variable speed modulation, and a maximum speed of 25 mph. The vehicle must include an enclosed weather-sealed cab with hard doors, automotive-grade safety glass windshield with integrated defroster, and street-legal equipment including seat belts, headlights, brake lights, turn signals, and mirrors. The flatbed specifications require minimum dimensions of 60 inches long by 45 inches wide with 10-inch vertical sides and a removable tailgate. Overall vehicle dimensions may not exceed 170 inches in length, 75 inches in height, or 65 inches in width, with a minimum payload capacity of 1,100 pounds and cargo capacity of 700 pounds. The RFQ closing date was September 25, 2026 at 5:00 p.m. Mountain time, with delivery required Monday through Thursday between 8:00 a.m. and 3:00 p.m. Mountain time, or Friday 8:00 a.m. to 12:00 p.m., with a minimum one business day's notice.
Amendment 2 addresses a vendor question regarding the RFQ specification that excludes lithium batteries in favor of AGM batteries. The vendor noted that three available LSV models (GEM, Max EV, and Fusion) come standard with lithium batteries and requested flexibility on this requirement. The Idaho Department of Juvenile Corrections responded that there are no changes to the battery specification at this time, though they indicated willingness to reevaluate if the specification hinders overall RFQ response. The budget is $26,000 with pricing required on an F.O.B. destination, freight prepaid basis, fully burdened to include all delivery costs. Award will be made on an all-or-none basis to the responsive, responsible vendor submitting the lowest total cost. The contractor must unload the vehicle upon arrival and provide certificates of insurance within five business days of award, naming the State of Idaho as an additional insured with minimum liability coverage of $1,000,000 per occurrence. Firm pricing applies for 90 days from the closing date.

2 We may not be able to quote this one
— the spec excludes lithium batteries, and the three LSV vehicles I have at my disposal (GEM, Max EV, and Fusion) all come standard with lithium.
Please let me know if there's any flexibility on the battery requirement.
As of now, we are not interested in changing that specification. If we find that it has hindered the RFQ 1422 process overall, we’ll reevaluate.
There are no changes.
Thank you for your interest in supplying the needs of the Idaho Department of Juvenile Corrections.
