About this file

This is Amendment 1 to Request for Quote (RFQ) 1422 issued by the Idaho Department of Juvenile Corrections for an electric low-speed vehicle (LSV) intended for delivery to Juvenile Correction Center-Saint Anthony. The amendment modifies the original RFQ by replacing the main document with a revised version (REV 1) and specifically updates Section 2 of the specifications. The RFQ closing date was extended to 5:00 p.m. Mountain time on September 25, 2026. The vehicle must be fully assembled with a 48-volt AC powertrain, minimum 6.5 kW continuous power motor, factory-installed 48-volt AGM battery pack, onboard charger compatible with standard 120-volt household outlets, continuously variable speed modulation, and maximum speed of 25 mph. The enclosed weather-sealed cab must include hard doors, automotive-grade safety glass windshield with integrated defroster, and street-legal equipment including seat belts, headlights, brake lights, turn signals, and mirrors. The flatbed must measure a minimum of 60 inches long by 45 inches wide with 10-inch vertical sides and removable tailgate, with overall dimensions not exceeding 170 inches in length, 75 inches in height, or 65 inches in width. Delivery must occur Monday through Thursday between 8:00 a.m. and 3:00 p.m. Mountain time, or Friday 8:00 a.m. to 12:00 p.m. at 2220 E 600 N, Saint Anthony, Idaho 83445, with a minimum one business day's notice required.

The budget for this procurement is $26,000, and pricing must be fully burdened to include all delivery costs on an F.O.B. destination, freight prepaid basis, with ground delivery required as clarified in the amendment (no loading dock available). The vehicle must have a minimum payload capacity of 1,100 pounds and cargo capacity of 700 pounds. Award will be made on an all-or-none basis to the responsive, responsible vendor submitting the lowest total cost. The contractor must unload the vehicle upon arrival and provide certificates of insurance within five business days of award, naming the State of Idaho as an additional insured with Commercial General Liability, Commercial Automobile Liability, Workers Compensation, and Employer's Liability coverage limits of not less than $1,000,000 each occurrence. Firm pricing applies for 90 days from the closing date. Quotes must be submitted through IPRO, email, fax, mail, or hand delivery to Jason R. Urquhart at jason.urquhart@idjc.idaho.gov or 208-577-5426.
