About this file
This is Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for on-call repair, maintenance, replacement, and installation services for Intelligent Transportation Systems (ITS). The solicitation, numbered 5400025091, was issued on April 21, 2023, with a bid submission deadline of May 4, 2023, at 2:30 PM through the online procurement portal at www.procurement.sc.gov. Questions from offerors were due by April 21, 2023, at 12:00 PM. No pre-bid conference or site visit was required. Award notification is scheduled for May 19, 2023. Offerors must submit one copy of their bid and agree to hold their offer open for a minimum of thirty calendar days after the opening date.
Amendment 2 modifies Section VII Terms and Conditions - Special regarding labor and material payment bond requirements. The amendment specifies that when a task order or purchase order exceeds $50,000, the contractor must provide a labor and material payment bond within ten days after issuance of the task order or purchase order and prior to commencing work or engaging subcontractors. The bond must be issued by a surety company licensed in South Carolina with an "A" minimum rating as published in Best's Key Rating Guide for Property Liability. Each bond must include a certified power of attorney authorizing the attorney-in-fact to bind the surety. Failure to provide the required bond results in forfeiture of the task order or purchase order, with SCDOT proceeding to the next available contractor capable of providing the required bond.
