About this file

This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for on-call repair, maintenance, replacement, and installation services for Intelligent Transportation Systems (ITS). The solicitation number is 5400025091, issued on March 29, 2023, with a procurement officer of Jon Baysden (803-737-4832, BaysdenJW@scdot.org). Offers must be submitted online at http://www.procurement.sc.gov by May 4, 2023 at 14:30:00. Questions from offerors must be received by April 21, 2023 at 12:00:00. No pre-bid conference or site visit is required. Award is scheduled to be posted on May 19, 2023. Offerors must hold their offers open for a minimum of thirty calendar days after the opening date.

The amendment modifies the award criteria to provide that award will be made to the four (4) lowest responsible and responsive bidders rather than a single awardee, allowing multiple contractors to be selected. The low bid will be determined by summing extended prices, with unit prices governing over extended prices in the determination of award. If a South Carolina governmental entity submits an offer, a percentage equivalent to any applicable sales or use tax will be added to non-governmental entity prices in the evaluation process. Any award is subject to prior approval by the South Carolina Transportation Secretary. Offerors must submit a signed copy of the solicitation form and possess a South Carolina Vendor Number. The solicitation accepts bids from sole proprietorships, partnerships, corporate entities (tax-exempt and non-tax-exempt), and government entities.
