About this file

This is Amendment 2 to a Best Value Bid solicitation issued by the State of South Carolina's Division of Procurement Services on behalf of Coastal Carolina University for Event Staffing Services. The solicitation seeks qualified vendors to provide staffing support for university events, including commencement ceremonies and athletic events. Offerors must submit proposals online at http://www.procurement.sc.gov by February 16, 2023 at 11:00 AM EST. A pre-bid conference will be held virtually on January 25, 2023 at 10:00 AM EST, with questions from offerors due by January 25, 2023 at 3:00 PM EST. Award notification is scheduled for March 16, 2023. Offers must remain open for a minimum of 120 calendar days following the opening date.

The evaluation criteria allocate 60 points to cost, 20 points to qualifications and experience, and 20 points to technical response. Award will be issued to a single offeror representing the most advantageous proposal to the university. The amendment notes that Coastal Carolina University can provide office space onsite for 2–3 staff during both commencement ceremonies and athletic events, though not for the entire working group. Offerors requesting current incumbent provider information and billing rates are directed to review existing contract information on the state's procurement website. The solicitation requires offerors to register as South Carolina vendors and submit signed offers acknowledging receipt of all amendments to the solicitation.
