About this file

This is Amendment #1 Q&A documentation for an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for Darlington Traditional Mowing services. The solicitation requests mowing services on interstate, primary, and secondary routes, with interstate and primary routes requiring six mowing cycles annually and secondary routes requiring four cycles, with possible additional cycles based on growth patterns. A pre-bid conference was held on December 13, 2023, at 955 Park Street, Columbia, SC 29201, and via teleconference. Prospective bidders were required to submit questions by December 14, 2023, at 12:00 PM, and offers were due January 16, 2024, at 2:30 PM via online submission at http://www.procurement.sc.gov. Award notification is scheduled for February 23, 2024. Contractors must hold their offers open for a minimum of 90 calendar days following the opening date.

Each county has specific tractor requirements detailed in the respective Lot Summary, with a minimum of 75 horsepower required per tractor. Pricing for all work, labor, and materials must be included in the per-unit bid price, with no additional cost items permitted outside the bidding schedule. Applicable taxes should be included on invoices. A Labor and Material Payment Bond equal to one year's contract value is required. Optional prompt payment discounts may be offered by contractors. The solicitation also clarifies that equipment brand preferences do not exist, mowable vegetation definitions are found in Section III, and sign stands must comply with approved traffic control products listed by SCDOT. A corrected roads list was provided as part of this amendment. All other original terms, conditions, bidding instructions, and specifications remain unchanged from the base solicitation.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

QUESTION #1:

Is this contracts cycles up from the previous contract years? The reason I ask is because I didn’t think I saw the mowing being done that often.

SCDOT RESPIONSE TO QUESTION #1:

The general approach for past mowing seasons has been similar to the number of cycles in this solicitation; intestate and primary routes having six (6) cycles, and secondary routes having four (4).

In some counties there may be an additional (fifth) secondary cycle, depending on general growth patterns and maintenance needs.

QUESTION #2:

What was the last awarded amount?

SCDOT RESPONSE TO QUESTION #2:

The most recent awards may be accessed via the following link:

Darlington Mowing: https://webprod.cio.sc.gov/SCContractWeb/contractDetail.do?contractNumber=4400020814&hideReturnButton=false

QUESTION #3:

List of Equipements (sic) (required for each county)

SCDOT RESPONSE TO QUESTION #3:

The minimum requirement for tractors is found in the Lot Summary for each county. Each tractor must be at least 75 HP. Additional equipment may also be used, but is not specified.

QUESTION #4:

What is the discount for prompt payment?

SCDOT RESPONSE TO QUESTION #4:

This is the discount the contractor is prepared to provide the State if invoices are processed within the indicated timeframes. Processing times are not guaranteed, but if they do occur, the discount will be taken. Designating a discount is optional for the contractor.

QUESTION #5:

Can it include fix price for equipment?

SCDOT RESPONSE TO QUESTION #5:

The price bid per unit should include the all cost associated with doing the work. Additional cost items other than those on the bidding schedule are not allowed.

QUESTION #6:

When do you apply taxes on the invoice?

SCDOT RESPONSE TO QUESTION #6:

Any applicable tax should be included when you invoice, on the amounts invoiced.

QUESTION #7:

What do we need for the labor and material bond?

SCDOT RESPONSE TO QUESTION #7:

Please check with your insurance agent or bonding company for specific information they will need to write the Labor and Material Payment Bond. We will require the bond to be in the amount of one year’s contract value.

QUESTION #8:

What type of equipment is preferred & (Brand name)?

SCDOT RESPONSE TO QUESTION #8:

We do not have preferred equipment or brands. Each county has a required number of tractor, which is found on the respective Lot Summary.

QUESTION #9:

What is considered mowable vegetative?

SCDOT RESPONSE TO QUESTION #9:

The definition for mowable vegetation is found in Section III, 2.9 Definitions.

QUESTION #10:

Can we get a litter collection contract?

SCDOT RESPONSE TO QUESTION #10:

The litter collection contracts are not a part of this contract. If you are interested in being added to one of the litter removal contracts, you will need to review the specifics of those agreements, and if and when contractors may be added.

The Interstate Litter Pickup solicitation is found at this link: https://webprod.cio.sc.gov/SCSolicitationWeb/solicitationAttachment.do?solicitnumber=5400020006 Non-Interstate (Primary and Secondary Routes) are solicited by District and the links are as follows:
