About this file
This is an amendment to an Invitation to Bid (ITB) issued by the Tennessee Department of Transportation (TDOT) for platform scale testing services. Amendment One clarifies and amends the original ITB #40100-13795 through responses to bidder questions and comments regarding project scope and contract terms. The solicitation seeks a single vendor to provide comprehensive testing services for approximately 2,946 platform scales used to weigh commercial vehicles across four TDOT regions, with testing quantities of 798 scales in Region 1, 818 in Region 2, 798 in Region 3, and 532 in Region 4. Testing must comply with National Institute of Standards and Technology Handbook 44 standards and include two annual testing intervals between March 15th and September 30th. The original ITB was released January 12, 2026, with written questions due by January 16, 2026, at 10:00 AM CT, and bids due February 6, 2026, at 2:00 PM CST. The contract term is sixty (60) months with a possible extension not to exceed one hundred-eighty (180) days to prevent service lapses.
The amendment clarifies that quantities listed in the original ITB reflect projected five-year totals and include a buffer to accommodate potential needs under Section 5 (Non-Routine Testing and Site Modifications), with TDOT providing no guarantee of minimum purchases. Bidders must submit unit pricing for scale testing and emergency travel services through the State's Supplier Portal. The contract requires vendors to maintain comprehensive insurance coverage, including workers' compensation ($1,000,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000). Vendors must be registered with the Tennessee Department of Revenue, comply with the Iran Divestment Act, and cannot be debarred from federal or state transactions. All line items are weighted equally at 8.33 percent for evaluation purposes.

ITB # 40100-13795 – Amendment # One Page 1 of 1
STATE OF TENNESSEE
DEPARTMENT OF TRANSPORTATION
INVITATION TO BID # 40100-13795
AMENDMENT # ONE
FOR PLATFORM SCALE TESTING
DATE: 1/16/2026
ITB # 40100-13795 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments in the table below amend and clarify this ITB.
Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in the actual wording of the ITB documents.
QUESTION / COMMENT STATE RESPONSE
1. The quantity for the inspections line 13, 14, 15 and 16 are larger than what an annual or even 5 year contract total would
be. Historically this was based off something closer to the annual inspection quantities. Any insight to this quantity?
The quantities reflect the projected 5-year total and include an additional buffer to accommodate potential needs if TDOT exercises options outlined in Section 5: Non-Routine Testing and Site Modifications. The State does not guarantee that it will buy any minimum quantity of goods or services under the resultant Contract.
2. Clarification on the term. Historical term was 3 years with 2 possible 1 year renewals. It appears this term is for 5 year with a possible 6 month extension.
The State intends to award a contract with a contract term of sixty (60) months. In the event that the State needs to extend the contract in order to prevent a lapse in service, the State may elect to extend the contract for a period of time not to exceed one hundred-eighty (180) days. Please see section
5.1 of the Terms and Conditions for additional details about the duration of the contract.
2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
