About this file
This document is a Solicitation Amendment #1 issued by North Dakota State University (NDSU) Purchasing Department for the procurement of an optical profilometer system. The solicitation, numbered SRC000475, seeks bids for a non-contact optical profilometer designed to measure polymer surface roughness and surface topography in support of research on electrically responsive surface textures for autonomous platforms. The bid response deadline is November 2, 2026, at 2:00 PM Central Time, with the amendment issued on October 13, 2026. The solicitation does not specify quantities, site visits, or bidder conferences in the amendment documentation. No award date or contract term information is provided in this amendment.
The amendment primarily addresses clarifications and responses to bidder questions regarding technical specifications and compliance requirements. Key clarifications include definitions of "operational volume" versus "maximum sample size," explanations of the distinction between "manufacturer published values" and "proposed values" in the technical compliance form, and general specifications for desired equipment features such as objective lenses (1-5x and approximately 50x, with 20x and 10x preferred), tip-tilt angle adjustments, and field of view capabilities. All specifications noted are dependent on budget constraints and available lens options. The procurement officer, Casie Ewalt (casie.ewalt@ndsu.edu), serves as the sole point of contact for all inquiries. Bidders must be registered suppliers on the NDBuys portal to receive amendments and submit electronic responses, and all bidders are required to acknowledge receipt of and compliance with this amendment on their bid forms.

SOLICITATION AMENDMENT #1
Date 10-26-2026
Solicitation Number: SRC000475 Title: NDSU – Optical Profilometer Closes: 11-2-2026 by 2pm CT Issued: 10-13-2026
Questions and Requests for Clarification:
1. The minimum lateral feature size This is unspecified because it depends on lens options. I would aim for microns or smaller as a rough guide.
1. The maximum field of view for one data acquisition?
Again, depends on lens being used so hard to say.
1. The number of objectives?
What the budget allows. I would like something in the 1-5x range and something around 50x. 20x and 10x would also be nice.
1. Tip-tilt angle adjustment requirements and tip-tilt automation capabilities?
Whatever is the best possible given the budget.
1. In the technical compliance form, can you please explain the difference between "Operational Volume" and "Maximum Sample Size"?
Operational volume would be the total 'chunk' of space available for a sample such that an xyz coordinate could be reached and then scanned in that volume. Max sample size is the maximum size of a sample that could be scanned once a location is chosen. For example, I could translate a stage by hand a larger distance than could be scanned by the instrument.
1. What is the difference between "Manufacturer published value" and "proposed value" in Section 2A of the Technical Compliance Form?
The Manufacturer Published Value refers to the equipment's performance specifications as documented in the manufacturer's official technical literature. The Proposed Value refers to the specifications of the actual equipment configuration being offered in your proposal.
In most cases, these values will be the same. However, they may differ if the proposed configuration includes optional components, upgrades, or modifications that affect performance.
If the values are the same, you may enter the same information in both columns. Please provide supporting manufacturer documentation identifying the applicable specifications.
Bidders are instructed to acknowledge receipt of and compliance with this amendment on your bid form.
Questions regarding this amendment must be submitted in writing to the Procurement Officer.
