About this file
This Amendment 1 to a Fixed Price Bid Solicitation document pertains to the South Carolina Department of Juvenile Justice (SCDJJ) procurement of psychological evaluation services. The solicitation requests fixed-price bids for four service categories: pre-dispositional evaluations, pre-dispositional sexual offender risk assessments (SORA), pre-adjudicatory waiver evaluations, and waiver testimony services for juveniles in SCDJJ custody throughout South Carolina. Questions from offerors must be received by April 13, 2026 at 5:00 p.m., with a non-mandatory pre-bid conference scheduled for the same date at 12:30 p.m. via Microsoft Teams. Offers must be submitted online by May 13, 2026 at 11:00 a.m., with award notification expected on May 15, 2026. The initial contract term commences July 5, 2026, and runs for one year with two one-year renewal options available, providing a maximum contract life of three years.
Pricing is fixed by service type with maximum hourly limits: pre-dispositional evaluations at $150 per hour (16-hour maximum, $2,400 cap); pre-dispositional SORA evaluations at $150 per hour (20-hour maximum, $3,000 cap); pre-adjudicatory waiver evaluations at $200 per hour (50-hour maximum, $10,000 cap); and waiver testimony services at $200 per hour (10-hour maximum, $2,000 cap). Eligible bidders must hold a PhD or PsyD in Psychology, maintain current licensure as a clinical or counseling psychologist in South Carolina, and be in good standing with the South Carolina Board of Psychology. Subcontracting is not permitted; however, organizations or agencies may be listed on the Qualified Provider Listing with multiple psychologists if SCDJJ is notified of any staff changes. SCDJJ will provide laptops, email accounts, and office space at regional psychology offices and county facilities. Travel time, report writing, and collateral review are included within the maximum allocated hours, while court testimony is billed separately following actual testimony. Payment terms are net 30 days from receipt of properly submitted invoices. Historical data indicates reduced demand for contracted services due to SCDJJ transitioning many services in-house, with contracted services utilized only when internal capacity cannot meet demand.

AMENDMENTS TO SOLICITATION (JAN 2004)
The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1]
The following questions were received pursuant to the original date and time specified on the front of the solicitation:
1. What if one of the above services takes more than the max hours allotted? For example, if the pre-dispositional eval takes 18 hours instead of 16. Would the entire amount not be paid or just up to 16 hours?
Agency Response: Any unusual circumstances that may cause the evaluation to exceed the allotted hours must be justified in writing and approved in advance by the SCDJJ Director of Community Psychology.
2. What is the timeline to return a Pre-Dispositional Eval. Service, Pre-Dispositional SORA Eval. Service, Pre-Adjudicatory Waiver Eval. Service, Waiver Testimony Services from time received to completion, while maintaining ability to be compensated?
Agency Response: Pre-Dispositional Evaluations Service and Pre-Dispositional SORA Evaluations must be completed within 45 days of assignment. Pre-Adjudicatory Waiver Evaluations must be completed within 90 days of assignment. Waiver testimony services typically take place well after the evaluations are completed due to court scheduling.
3. Can an agency or staffing firm submit as the Offeror and provide services through subcontracted or 1099 psychologists, or must the Offeror be the individual licensed psychologist performing the services?
Agency Response: Subcontracting will not be permitted under this contract.
4. If subcontracting is permitted, are there any restrictions on the use of independent contractors?
Agency Response: See response to question 3.
5. Must invoices be submitted directly by the individual psychologist performing the services, or may the contracted entity (agency) bill SCDJJ and compensate the psychologist separately?
Agency Response: The contracted entity can bill SCDJJ and then compensate the psychologist.
6. Will the Qualified Provider Listing include individual psychologists only, or can organizations/agencies be listed with multiple psychologists under them?
Agency Response: Organizations/agencies can be listed with multiple psychologists under them, but we need to be informed if there are any changes to the staff after the time that the list is submitted.
7. Must all psychologists be licensed in the State of South Carolina at the time of submission, or is license eligibility / reciprocity acceptable at time of award?
Agency Response: DJJ would accept eligible candidates, but we would not allow that individual to conduct evaluations prior to attainment of licensure.
8. Since all reports must be co-signed by an SCDJJ Licensed Psychologist, what level of review is expected, and does this impact turnaround timelines or liability?
Agency Response: When reports are submitted in accordance with the timelines outlined in the solicitation, adequate time is available to conduct the required internal review.
9. In cases of subcontracted psychologists, where does professional liability rest with the individual psychologist, the contracting entity, or both?
Agency Response: See response to question 3.
10. Is there any historical data available on the number of evaluations conducted annually by service type to help estimate potential volume? This would only be used as historical data to try and quantify a non-guaranteed volume Agency Response: Below is a chart illustrating historical usage over the past three fiscal years. The reduced need for services under this contract is due to DJJ transitioning many services in-house as a result of increased psychologist staffing, with contracted services now utilized only when internal capacity cannot meet demand.

Note: The fiscal year is defined as the period from July 1 through June 30.
11. How are assignments distributed among providers on the Qualified Provider Listing (e.g., geographic rotation, availability, specialty, performance)?
Agency Response: Assignments are distributed based on availability and expertise.
12. Can psychologists indicate preferred regions, or are they expected to accept assignments statewide, can they accept other regions if their location changes after 6 months?
Agency Response: Please review Section IV, Information for Offerors to Submit, specifically the clause titled Information for Offerors to Submit—General (Mar 2015), Requirement 4, of the solicitation.
13. Who is responsible for scheduling evaluations with juveniles and families the provider or SCDJJ staff?
Agency Response: SCDJJ staff assist with scheduling evaluations based on provider availability.
14. How are missed appointments or cancellations from the patient handled, and are providers compensated for scheduled time in these cases?
Agency Response: DJJ will pay up to two hours for missed appointments and same day cancellations.
15. is billing commonly standardized to the capped hours per evaluation type as this would be close to the average amount of time required for most of these evaluations Agency Response: DJJ has capped the number of hours based on its experience with similar evaluations. The maximum number of hours represents a reasonable amount of time to complete these evaluations. Historically, providers have billed fewer than the maximum hours for less complex cases.
16. If an evaluation cannot be completed (due to non-compliance, access issues, or administrative delays), is partial payment allowed?
Agency Response: If an evaluation cannot be completed due to non-compliance, access issues or administrative delays DJJ will pay up to 4 hours.
17. Are travel time, report writing, and collateral review included within the capped hourly limits, or are any of these billable outside the cap?
Agency Response: Travel time, report writing, and collateral review are included in the maximum allocated hours. Court testimony is excluded and is billed separately following testimony.
18. Must all work be completed from one of the offices listed or can the provider complete work from their home or personal office?
Agency Response: Work that does not involve direct interaction with the youth and family may be completed offsite, such as report writing.
19. Is there any telehealth aspect related to these evaluations? Is there any telehealth flexibility when seeing patients?
Agency Response: There is no telehealth flexibility; all evaluations must be conducted in person.
20. Is there IT equipment provided by the state?
Agency Response: See Section III Scope of Work/Specification Section V. SCDJJ-Issued Equipment.
OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED.
