About this file

This is Amendment 1 to a Best Value Bid solicitation issued by the State Fiscal Accountability Authority's Division of Procurement Services on behalf of South Carolina State University (SCSU) for vehicle wrapping services. The solicitation requests on-call, as-needed design, production, and installation of full and partial vinyl vehicle wraps for the University's fleet, including removal of existing wraps where required. Current anticipated needs encompass five vehicles: a 2004 Damon Intruder mobile unit, a 2011 Ford Econoline cutaway bus, a 7x14 Silver Rock enclosed trailer, a 2016 Freightliner Van Sprint, and a 2007 Ford Econoline van. Questions from offerors must be received by May 12, 2026 at 4:00 p.m. EST, with proposals due online by June 1, 2026 at 11:00 a.m. EST. Award will be posted on June 18, 2026. The contract term is one year initial with two optional one-year renewal terms, commencing July 1, 2026 and ending June 30, 2029. The amendment clarifies specifications through a question-and-answer format, addressing topics including facility requirements, pricing validity, unit of measure definitions, and evaluation methodologies.

Offerors must submit unit prices for cast digital vinyl materials per square foot, hourly labor rates for installation per unit, and hourly rates for removal of existing wrap materials per unit, evaluated using a sample 2023 Ford E-350 requiring 320.8 square feet of vinyl. Award will be determined based on evaluation criteria weighted at 60 percent pricing, 20 percent technical response, and 20 percent qualifications. All technicians must be certified installers for the vinyl brand offered, and the contractor must provide a minimum five-year warranty on materials and installation plus a three-year labor warranty. The contractor must maintain a secure, climate-controlled installation facility and assumes responsibility for damage to vehicles in its care. No set-asides, special preferences, or minimum volume guarantees apply. The solicitation contains no identified incumbent vendors or current contractors, and SCSU does not guarantee immediate service needs but requires contractor readiness for future requests.

State’s Response: The University has not established a maximum distance.

4. With respect to point e of paragraph “QUALIFICATIONS -- REQUIRED INFORMATION (MAR 2015)” and the statement on page 21 “A list of every South Carolina public body for which supplies or services have been provided at any time during the past three years, if any.” of the 20 full marks available for Qualifications (page 21), how many scored points are attributable to this Qualification?
