About this file
This is Amendment #1 to an Invitation to Bid (ITB) issued by the State of Alaska Department of Public Safety, Division of Administrative Services, for leased hangar space in Dillingham. The amendment provides clarification to the scope of work and extends the bid deadline. The procurement seeks a hangar with minimum dimensions of 60' by 60' and a door size of at least 55' wide by 18' high, capable of providing year-round, 24/7 space for state aircraft. The initial lease period runs from October 1, 2025, through September 30, 2028, with potential for seven additional annual renewal options extending through September 30, 2035. The amended bid deadline is April 2, 2026, at 2:00 p.m. Alaska Standard Time. Amendment #1 includes a mandatory signature requirement; failure to sign and return the amendment page with the proposal may result in rejection.
The amendment modifies Section 2.01.2.9 of the original ITB to clarify utility provisions, requiring the contractor to supply reasonable amounts of heat at all times insofar as energy conditions permit, and supply running water and reasonable amounts of hot water at all times (if applicable), insofar as energy conditions permit. The hangar must include an AVGAS tank, be a secure and locked facility with continuous access, and the contractor must provide an aircraft tug and Hangar's Keepers Insurance. All utility services, including heating fuel, electricity, water, sewer, and snow removal, must be covered in the lease cost. Evaluation will be based on the lowest responsive and responsible bidder, considering total cost over the initial three-year term and renewal options. The state reserves the right to terminate the agreement with 30 days' notice, and contract funding is subject to annual legislative budget approval. Proposals must be submitted electronically to dps.das.solicitations@alaska.gov, with all questions directed in writing to Procurement Officer Olivia Jewell at (907) 269-5647 or olivia.jewell@alaska.gov.
