About this file

This is an amendment to a Request for Applications (RFA) issued by the State of Oregon Department of Education Youth Development Division for the American Indian/Alaska Native Student Success Plan (AIANSSP) 2025-2030 Grant program. Amendment 1 corrects an administrative error regarding the OregonBuys system availability date, changing it from May 18, 2026 at 3:00:00 PM to the correct date of May 15, 2026 at 3:14:42 PM. The RFA seeks applications from eligible organizations to implement comprehensive student support strategies addressing attendance, chronic absenteeism, and grade level transitions for American Indian and Alaska Native students in Pre-Kindergarten through post-secondary education. The original RFA was posted on May 15, 2026, with applications due by June 17, 2026. Selected grantees must submit an approved Action Plan within 30 calendar days of grant execution, participate in monthly virtual meetings with the ODE Grant Manager, and deliver an Interim Report by January 31, 2027, and a Final Report by June 30, 2027. The contract term runs from July 1, 2026, through June 30, 2027.

The program will award up to 10 grants with maximum funding of $144,000 per grantee, representing total potential program funding of $1,440,000. Disbursements are structured as $100,000 upon approval of the Action Plan and $44,000 upon submission of the Final Report. Eligible applicants include tribal nations, educational organizations, consortiums of organizations, and federally recognized Oregon Native American Indian tribes. Consortium applicants may combine plan student counts across member organizations. Indirect and administrative costs are capped at 10 percent of the grantee's federally-approved rate or the rates specified in the grant agreement, whichever is lower. Insurance requirements range from $1,000,000 in commercial general liability for classroom-based activities to $5,000,000 for overnight trips and high-risk activities, with the State of Oregon named as an additional insured. Evaluation criteria total 400 available points across five sections addressing goals, objectives, community engagement, service area equity, budget, assessment plans, and student population served. Funding is derived from the Oregon Department of Education's General and State Funding sources and is contingent upon the state receiving sufficient appropriations and expenditure authority.
