About this file

This is Amendment 1 to a Request for Information (RFI) issued by the State of Tennessee Department of Finance and Administration, Strategic Technology Solutions, for a Business Gateway AI Agent to enhance the Digital Business Gateway Portal. The RFI seeks vendor recommendations for an AI-powered multilingual avatar-based assistant designed to guide users through state and federal business registration processes. The solution must integrate across multiple Tennessee state agency systems including Revenue, Secretary of State, Labor & Workforce Development, and Commerce & Insurance, and support over 73,000 new business registrations annually. The RFI was originally issued on November 13, 2025, with vendor written questions due by 2:00 p.m. Central Time on November 20, 2025. The State provided responses to vendor questions on December 2, 2025, and the RFI response deadline is 2:00 p.m. Central Time on December 10, 2025. A Phase One implementation is planned for November 2026. The solution must support five languages in addition to English: Spanish, Arabic, Vietnamese, Kurdish (Kurmanji and Sorani), and Somali.

The State has specified that all data must remain within the United States with access limited to US-based (onshore) resources only, and the solution must comply with WCAG 2.1 AA accessibility standards. There is no incumbent vendor as this represents a new initiative. The State is openly seeking vendor recommendations regarding budget, timeline, deployment approach, hosting model (on-premises, cloud, or hybrid), whether to develop a custom or SaaS solution, and the preferred cloud provider. All participating agencies maintain separate databases without a centralized master data system, requiring vendors to propose integration approaches. The State indicated that evaluation will be based on best fit solution and cost. Vendors must submit comprehensive responses not exceeding 15 pages in minimum 12-point font, including detailed cost information for discovery, design, implementation, testing, deployment, and ongoing support phases.
