About this file
Summary
This is a Request for Information (RFI) issued by the State of Tennessee, Department of Finance & Administration – Strategic Technology Solutions, for an AI-powered virtual avatar assistant to enhance the Digital Business Gateway Portal. The RFI seeks vendor information on conversational AI capabilities, implementation approaches, and estimated costs to support a multilingual avatar-based platform designed to guide users through state and federal business registration processes. The initiative serves as a single-entry point for individuals and entrepreneurs registering new businesses in Tennessee, integrating across relevant state agency systems including Revenue, Labor, Secretary of State, and Commerce. Written questions and comments are due by 2:00 PM on Thursday, November 20, 2025, with the state responding by Tuesday, December 2, 2025. RFI responses must be submitted by 2:00 PM on Wednesday, December 10, 2025. The response should not exceed 15 pages and must be formatted on standard 8.5" x 11" pages with 12-point minimum font. The state reserves the right to request demo presentations from selected respondents and explicitly notes that responding to this RFI does not create contract rights or guarantee consideration in future procurements.
Vendor responses must address technical capabilities including multilingual voice and text support, natural language processing, accessibility compliance (ADA, WCAG 2.1 AA), security and privacy controls, analytics and reporting, scalability, integration approach, training processes, ethical AI practices, and usability testing. Cost information should include high-level summaries aligned with project phases (discovery, design, implementation, testing, deployment, support), detailed cost breakdowns, hourly/daily service rates, licensing and subscription fees, hosting options, maintenance and support costs, and pricing for future enhancements. All proposed services and products must comply with state security policy requiring all state data to remain in the United States and restricting access to US-based resources only, with prohibitions on software from foreign adversaries as defined by the U.S. Secretary of Commerce. The state will not reimburse response preparation costs, and responding vendors are not required to respond to any future solicitations related to this project.
